The Treasury Lords to Francis Nicholson Esq., Governor of Virginia. By patent of 1692–3 Feb. 7 power was granted to Thomas Neale to settle post offices for letters and packets to and from the several islands, Plantations and Colonies in America. In pursuance thereof he hath appointed Andrew Hamilton Esq. to settle the posts in North America. The said Hamilton has laid before us an account of his proceedings herein. It appears to be a very useful undertaking for promoting his Majesty's service and the encouragement of trade there and may in some time be a revenue to the Crown. But Mr. Neale the undertaker having been already at a considerable charge and must necessarily be at a far greater charge before the same can be brought to perfection it is but reasonable he should receive the countenance and assistance of the Governors in those parts. We therefore recommend it to you to give encouragement by all lawful ways to so useful an undertaking by granting such immunities and privileges to the officers of the Post Office and to prohibit all persons to make private collections of letters and likewise to prohibit masters of ships to receive any letters from England or elsewhere except such as concern the ship and cargo or such as they shall receive from the Deputy Postmasters there, care being taken here in England that officers shall be appointed for the taking in of all such letters as shall pass betwixt Europe and America and that they shall be put up in bags sealed and sent by the first conveyance to be delivered to the postmaster at the first port the ship shall arrive at. (The like letter severally and respectively to
the Earl of Bellomont, Governor of New England;
Nathaniell Blackiston, Governor of Maryland;
Sir William Beeston, Governor of Jamaica;
William Burt Esq. President and the rest of the Council of the Island of Nevis;
Ralph Gray Esq., Governor of Barbados;
William Pen Esq., Proprietor and Governor of Pennsylvania). Ibid., p. 147.
Same to the Assessment Commissioners for the Hundreds of Crickhowell and Penkelly Co. Brecon. At a general meeting for your county for the present Land Tax 1699 the Commissioners did set down in writing the sum that should be raised in every Hundred of the County towards the 2155l. 8s. 9d. charged by the Act. In spite thereof you have neglected or refused to raise your quota. We desire you to give the necessary warrants that the said moneys be duly paid. Ibid.

Prefixing: said Surveyor General's report dated June 20 last on the petition for said lease. Ibid., p. 263.
Same to William Aldworth, Auditor for Co. Lincoln &c., to give in charge to the Receiver of Crown Lands for said County the rent charge of 40l. per an. reserved for the manor of Tattershall which was part of the late Queen's jointure and remains unsold. Ibid., p. 264.
