Navy Board formerly made is read; and the rejoiners now made by

The points are that the books for [seamen's] wages be made up
yearly, whereby the accounts may be passed yearly: that the
Treasurer be allowed yearly all the money he pays by way of imprest
without tarrying till the imprests are cleared; and that he be allowed
the money he pays by way of imprest to the Cashier of the Victualling
and that the Commissioners of the Victualling or the Cashier [thereof]
do pass a distinct account of the Victualling. |

bishop of St. David's because he is one of the Delegates. |

My Lords will lay before the Lords Justices [of England] all the
papers concerning the method of the Navy [Treasurer's] accounts. |

The Agents [for Taxes attend] about the Receivers. Send to
them the certificates [as to the state of the said Receivers' accounts]
and direct them to inform my Lords who have qualified themselves
to continue as Receivers by complying with the clause in the Act
for the Land Tax and which of them have not, and to present fit
persons in the room of those disqualified. |

The [Principal] Officers of the Ordnance [attend]. They desire
that some of the money or tallies in Mr. Bertie's hands may be applied
to necessary uses of the Ordnance. [Write] to Mr. Mordant that the
whole business of the [Ordnance] Office is at a stand and desire him
to be here next Tuesday morning. |

The Attorney General is of opinion that the appeal in the case
of the Bishop of St. Davids is a suspension of all things until the appeal
is determined; so that no seizure can be [made] till the sentence
of the Delegates. |
|
Dr. Oxenden says some appeals do suspend the jurisdiction of the
judge a quo; others do not. In the former case the party desires
an inhibition; which is on the part of the bishop and till that is
done the sentence is not suspended. |
|

The Attorney and Solicitor General are of opinion that the sum
demanded by the Bank for their deficiency must be paid out of the
overplus of the Customs. |
