March 16. Same to the Customs Commissioners to report on the enclosed extract [missing] of Secretary Vernon's letter relating to Mr. Beverton, riding officer of the Customs at Canterbury with the copy of said Beverton's letter to Secretary Vernon. Ibid, p. 96.

Harris sustained losses in Ireland to the value of 500l. before the late happy Revolution and that he served as conductor to the Train of Artillery both in Ireland and Flanders; that Edward Arden late of Durham died indebted to him in 300l. and to the King in 188l. 8s. 5d. but the sheriff returned non est inventus to all writs; but petitioners have discovered his estate, worth 200l. in all: therefore praying a grant thereof towards the said debt of 300l. The Treasury Lords to the Sheriff of Co. Stafford. By reason of some difference between the Assessment Commissioners of the 1698 Land Tax Aid for said County as to manner of assessing there is a shortage of 2,540l. 7s. 0½d. on said County. You are to endeavour that another general meeting of the said Commissioners may be held for the raising of same in order to prevent process against the Commissioners. Ibid, p. 99.

Same to the Customs Commissioners of the petition of Henry Nash, commander of the Customs smack at Gravesend, shewing that he has several orders from the Secretary of State and Customs Commissioners for apprehending disaffected persons; that he discovered Sir Patrick Trant and delivered him to a messenger; and also Robert Blackborne, one of the late intended assassinates of the King, on board an Ostend man of war: and has carried several messengers down the river and brought several prisoners with them up to London: therefore praying payment of his 30l. charges herein. William Lowndes to the Revenue Commissioners, Ireland enclosing the submission [missing] of Mr. Francis Baker. In regard thereof and of his sufferings by his long suspension from his employment of Surveyor General of Revenues in Ireland my Lords recommend you to restore him and to pay him his additional salary of 100l. per an. from the time of his suspension to his restoration; and to pay his salary of 250l. and the said additional 100l. per an. onwards from such restoration. Treasury reference to the Customs Commissioners of the petition of the Royal Africa Company of England praying payment of divers debentures for [draw back on] goods re-exported by them in 1685–7 which debentures were fraudulently concealed by their Treasurer and servants and are now refused payment on the ground that the present Customs are not chargeable with debentures of so old a date. Royal warrant to the Clerk of the Signet for a privy seal as follows. The King some time since declared his pleasure for allowing to Peter Guenon de Beaubuisson ("who is Keeper of our Private Armouries, Master of our Bows, and also Master and Keeper of our setting Dogs") the sum of 500l. in lieu of all pretences on account of any arrears of salaries or board wages which might by any ways be claimed by him in respect of the said several places or offices, viz. up to 1697 Dec. 25 except only as to an allowance of 50l. per an. on the establishment of the Office of Ordnance and all bills of riding charges payable in the Office of the Treasurer of the Chamber: and further to grant him a salary of 380l. per an. in respect of all the said offices over and above the 50l. and riding charges as above. As he has since 1697 Dec. 25 received the said 500l. in the Office of the Treasurer of the Chamber and also 175l. and 101l. 18s. 9d. in the Exchequer and a further 40l. from the Cofferer of the Household for board wages these three sums making 316l. 18s. 9d. are to be reckoned as part of 475l. for 1¼ years to March 25 inst on the said intended allowance, leaving 158l. 1s. 3d. to complete same, which sum is hereby to be paid him and the said allowance of 380l. per an. is hereby to be paid henceforth from March 25th inst: he having executed a surrender to the King of all salaries &c. Same to the Attorney or Solicitor General for a great seal for a grant to John Powney of all the farms, lands, &c. as follows called the scite of the manor of Old and New Windsor Co. Berks and Mustians Farm at Eton Co. Treasury warrant to the Customs Commissioners [sic for the Attorney General] to enter a non pros on the record of the judgment against Thomas Sparkes and Thomas Jefferies at the summer assizes at Sussex in 1694 for transporting corn to France, they being convicted on the single evidence of Jno. Treasury reference to the Customs Commissioners of the petition of the Company of Coopers of London shewing that pipe staves pay a Duty on importation and draw back part thereof at exportation, but if wrought into cask and so exported a Duty has been demanded ad valorem which causes many people to export the staves unwrought; that the merchants trading in wines this vintage have bought and exported to Spain and Portugal 1,000 tons of new pipes and hogsheads made in London not as merchandise for sale but for their own wines, it being found by experience that English pipes outdo the foreign casks and prevent leakage: therefore praying that all English wrought cask not shipped as merchandise may pass free of Duty. Treasury reference to the Excise Commissioners of the petition of William Clayton, shewing that his [former] petition was referred 1697 Dec. 24 to the said Commissioners who reported Jan. 24 following that his brother Andrew Clayton, collector of Excise, stood indebted 5,122l. 6s. 6d. to the King, that his mother Mary gave bond for 2,000l. and petitioner likewise for 1,600l.: that 373l. 19s. 10d. was recovered from said Andrew's estate and paid into the Excise Office: that both petitioner and his mother have no estates but hope to raise 1,000l. if same will be accepted in discharge of said bonds.
