Treasury warrant to the Surveyor General of Crown Lands for a particular of a mill at Eccleskimining [Eglwys Cymmyn] Co. Carmarthen in order to a lease thereof to John Thomas for 31 years at the old rent of 4l. 2s. 0d. and fine of 5l.
Prefixing: said Surveyor General's report on said Thomas's petition for same. The premises were valued in the Parliamentary Survey in 1653 at 10l. per an. and were let by Charles I in 1635 to James Houghton gent for 21 years at 4l. per an. and four capons valued at 2s. I do not find any lease renewed since 1660 nor any profit to the Crown beyond the 4l. rent which is now very near the annual value. The lease is for the benefit and support of petitioner's mother a poor blind woman and petitioner must assert the King's title against a person who claims the premises in fee farm. Royal warrant under the King's sign manual dated Kensington to the Earl of Ranelagh to pay 3s. 4d. a day each to Edward Joslin, Robert Cox and Peter Rivall for half pay as from Aug. 1 last as late Chaplains of the Foot Regiments of Col. William Seymour, Col. Edward Dutton Colt, and Col. Henry Mordaunt, they having been reduced and discontinued on the establishing of said Regiments as Marines: the King being pleased to allow them half-pay as to the Chaplains of the Regiments lately disbanded. Dec. 20. The Treasury Lords to the Marquess of Carmarthen [with regard to his claim to the office of Auditor of the Receipt of the Exchequer]. We have read yours of the 12th inst. and cannot but be under some surprise that you impute to us the loss of last term since your first letter to our Secretary is dated Nov. 1 which is ten days after the term began; and we have constantly replied to your letters in very few days and have heard nothing from you in above a month. Until you let us know in what manner you intend to proceed against us we cannot determine whether it is in our power to waive the privilege of Parliament as is desired. William Lowndes to the Customs Commissioners to report on the enclosed letter [missing] from Mr. William Sharp, Commissioner and Collector of Customs at Bridgetown in Barbados, containing a complaint of the breach of the Acts of Trade and Navigation "in the said Islands." Ibid., p. 69.
[? Dec. 20.] Treasury reference to the Attorney General of the petition of Jacob Van Reissen shewing that he purchased an annuity of 14l. per cent. [sic for per an.] for his life which he authorised one Cephas Tutet to receive for him from time to time but Tutet being absconded petitioner cannot receive same, the order and tally being in Tutet's hands; therefore praying a new tally and order. Same to the Navy Commissioners of the petition of Nicholas Barret for payment of 2,160l. due on a contract with said Commissioners to build two large 70 gun ships at Harwich, being for loss of discount on tallies delivered to him for that service and for timber, nails &c. furnished for the use of said ships, which were taken by the French after ten weeks waiting for a convoy. Treasury reference to the Customs Commissioners of the petition of Richard Miller, Customer of the Cloth Office in London port, shewing that his predecessors in said office received a salary of 276l. 8s. 8d. per an. until the death of Mr. Warwicke, the predecessor of James Halsey (who was petitioner's predecessor) when the salary was, by my Lords, sunk to 5l. per an. on a report from the said Commissioners; that he has collected the Custom on cloth for 6 years and finds "the collection to lessen the yearly income"; further he is forced to give an allowance to a clerk and is obliged to make good all moneys if brass or counterfeit coin and is like to lose 197l. 14s. 3½d. by the death of a clerk: therefore praying the ancient salary or an augmentation to his present salary to commence from the collecting the said Duty.
