Nov. 16. Same to Lord Russell, Treasurer of the Chamber, to apply money reserved in your hands for uses to be appointed, and the nearest [payable] tallies of anticipation issued to you on the Two Millions, to clear the establishment of your Office to 1697 Xmas: taking care in such payments to give every servant a just proportion of the said money and tallies "or as near as may be"; and to reserve the rest of such tallies for such uses as my Lords shall appoint: also to satisfy the following items on [Privy] Council warrants: viz.

Treasury reference to Henry Baker of the petition of the Honble. Anne Somervile shewing that the late Sir William Parkyns owed her 500l. on bond at his death; that two years before his treason he made a settlement in trust to pay the said debt but upon his death Dame Parkyns his widow and Susanna his daughter got the said settlement into their hands and refused discovery of it to petitioner with intent to defraud her; and that petitioner is informed of the King's intention to grant his estate to the said widow: therefore praying the benefit of said grant in satisfaction of her debt. Report to the Lords Justices, England, from the Treasury Lords on the petition of Thomas Blight and John Dyer, magistrates, and Phillip Parris and George Pope, merchants of Looe, Cornwall praying a noli prosequi to the information in the Exchequer against the first two for discountenancing the informers in their search for French goods landed without payment of Custom and against the last two for running some French linens. We conceive there is sufficient ground to prosecute the merchants. As to the magistrates we have no objection to such favour as you may please to extend to them. Ibid., p. 137.

Nov. 18/28 Royal warrant under the King's sign manual dated "at our Court at the Hague" to the Lords Justices of Ireland to cause the sum of 3,011l. 5s. 0d. to be taken off the charge for the year 1692 of the late Regiment of Horse commanded by the late Brigadier William Wosely; and thereupon to place the same to account of arrears due before 1691–2 Jan. 1, to the end the account of the said Regiment may be forthwith cleared: all by reason that Richard Edwards, agent to the said Regiment, has petitioned shewing that in 1692 Wosely applied for the offreckonings due to his Regiment to 1691 Dec. 31 and obtained a warrant thereon for 5,032l. 10s. 0d. with which he clothed the said Regiment; and the said Brigadier hath since received the full offreckonings from 1691–2 Jan. 1 to 1697 June 30 and accounted with and cleared the officers' servants, corporals and trumpets (and privates) but upon closing the accounts of the Regiment the Paymaster General charges it with 3,011l. 5s. 0d. The King has thought fit to send a squadron of ships of war under Rear Admiral Benbow to the West Indies for securing his Majesty's Plantations in those parts. Same to the Customs Commissioners to report on the enclosed two letters and other papers [all missing] relating thereto, from the Secretary of the Admiralty, the one being a complaint against the Custom House officers in North Wales for refusing assistance to Mr. Nanny, the Vice-Admiral there, and animating others to affront the authority of his office; the other being a complaint against the carpenter of the King's ship Devonshire for assisting in stealing the Customs. Great sums are due in Flanders from the Holland Troops which were in the King's pay, viz., for bread, forage, and clothes, particularly to Machado and Pereyra and to Heycoop Farriseau and Mendez di Crasto [Da Costa]; and for clothing the Regiments commanded by Comte Denoff; and for quarters of the Regiment of Dragoons commanded by Major General Eppinger. My Lords desire you to take care that out of the 214,000l. lately issued to you on account of arrears of subsistence to 1697 Dec. 31 due to the Troops who served in Flanders the abovesaid undertakers &c. be paid and satisfied. Clarke to prepare a warrant to be signed by the Lords Justices of England to authorise the Earl of Ranelagh to pay 257l. to Mr. Paul Bawens, postmaster of Ostend, in full of his salary and disbursements in procuring intelligence from Dunkirk and other parts of France for his Majesty's service and sending the same to the Navy Commissioners; same being reported as reasonable by Sir Cloudesly Shovell and John Hill, two Commissioners of the Navy. Nov. 30. The Treasury Lords to the Lords Justices of Ireland to deliver to Mr. Robinson, Deputy Receiver General of Ireland, a duplicate of your order (signed in pursuance of the King's letter of June 8 last supra Tr. Cal. XIII, p. 356) for his paying 1,124l. 3s. 3d. to Mr. Stanyon, which order is unduly detained by some person who hath taken out the same, so that Stanyon has not had the benefit thereof, to the great prejudice of the creditors to whom Stanyon and his partners owe same.
