for the obviating of which they have (besides the common Guard
of Customs Officers) issued commissions to the Excise officers
at the several towns on the borders near Carlisle and Berwick which
has saved the establishment of new officers there; and have further
proposed the establishment of the above riding officer to prevent
the carrying out English wool and returning tobacco shipped off
by certificate and to survey and inspect the several officers at their

country and haveing been very "ingenious" with the Commissioners
in explaining the manner how some frauds have been transacted. |

Prefixing (a) letter from John Grainger dated Jan. 26 last dated
from Lord Fitzharding's [one of the Tellers] Office to William
Lowndes. On the 17th inst. a parcel of [Exchequer] Bills to the
sum of 1348l. 3s. 4¼d. were taken out of the fifth chest and delivered
up amongst other Bills to be made Specie Bills but upon examination
I found they were made specie before I received them: "and whereas
there is an interest since accrued on the said Bills, which if delivered
out from the Exchequer from the time that the said Bills were so
dated as specie it will be an advantage to the person that shall receive
them and a disadvantage to the King for so much as the interest
since amounts to: for the better explanation of this matter be

of Torrington some goods which belonged to Sir Edward Herbert,
his lordship's brother, before his attainder, of the value of 20l. that

chambers are lately granted by the King to said Earl; the Treasury
Lords being well satisfied it was the King's intention to grant the

Same to Sir Thomas Trevor, Attorney General, to enter a noli
prosequi to the King's share of the fines and penalties recovered on
the informations against Cha. Goreing Esq.; it being reported by
Jno. Bridges, Solicitor of the Customs Dec. 12 last that 2 tuns of
wine were brought on board a French prize for the use of the said
Goreing and brought ashore at Spithead without paying Duty and
carried to Sir Henry Goreing's house whereupon informations have
been exhibited for the penalty of 500l. on the Act of 4 & 5 Wm. &
Mary viz. against Sir Henry Goreing, Cha. Goreing, Jno. Middleton
Esq., Thomas Mathook, and Walter Sturt, to wit against the first
four by John Nash and against the last by Samuell Binks; all which
informations have been compounded by licence out of the Exchequer
on which Nash has received (besides 30l. for charges) 100l. for the two
informers' part [his own and Binks's] and the King becomes entitled
to 100l. more; and further that five other informations have been
exhibited by Ambrose Wade against Phillip Page, Oliver Penfold,
Thomas Holmer, John Cheney and William Peascot which have
been similarly compounded for 35l. to the officer and the King is
entitled to 35l.; all which compositions the said Cha. Goreing has
borne the charge of, seven of the ten persons prosecuted being servants,

said Company has several times had permission to export a like
