Nov. 17. Royal warrant under the King's sign manual dated Kensington to the Clerk of the Signet for a privy seal for 20,000l. to Charles Shales, the King's goldsmith, for gold works, gilt and white plate and other things delivered or to be from time to time delivered into the Jewel House. Same to the Treasury Lords to pay the Trustees for Exchequer Bills 69,962l. out of such of the said Bills as shall be lent into the Exchequer on credit of the Exchequer in general; which sum (together with 290l. remaining in the hands of the said Trustees being so much overpaid for interest on the first Contract or Subscription for Circulating Exchequer Bills) will complete 70,252l. for the interest or reward after the rate of 10 per cent. on the 702,520l. agreed by them by their second contract or agreement with the Treasury Lords for exchanging or circulating as well the 1,500,000l. Exchequer Bills authorised by the 3s. Land Tax Act [8–9 Wm. III, c. 6] as also the 1,200,000l. like Bills authorised by the further Subsidy Act [8–9 Wm. III, c. 24]. The said sum is to be received as imprest by the said Trustees and upon account to satisfy to the respective subscribers the interest on their individual subscriptions. Same to the Clerk of the Signet for a privy seal for 2024l. 3s. 5d. to Thomas Hall as imprest for such service relating to the Mints as the Treasury Lords shall direct: all by reason that the Act [8–9 Wm. III, c. 8] for encouraging the bringing of plate into the Mint offered a reward of 6d. per ounce out of funds settled or to be settled by Parliament for supplying the deficiencies of the clipped moneys; in pursuance whereof divers quantities of plate and clipped moneys have been brought into the several Mints, for the greatest part whereof the proprietors have received the said reward, and moneys are reserved in the Exchequer for the remainder; and for the greater ease of the King's subjects who had the said reward of 6d. per ounce due to them for plate brought into the Mint at Chester (which were in small parcels and very numerous) the King has caused the said reward to be paid to them by the officers of the Mint at Chester "out of our own money not appropriated by Act of Parliament" which has been accordingly done, as is testified by the affidavit of Edward Lewis, Clerk in the said Mint, the intention being "nevertheless to reimburse ourself out of the moneys appointed by Act of Parliament to satisfy the said reward": the above sum is therefore hereby appointed to be paid to Hall as above out of the Duties on Houses in accordance with the terms of the Act [clause 15 of 8–9 Wm. Nov. 17. William Lowndes to the Customs Commissioners to send to Kensington forthwith, to be opened there, the King's goods lately arrived from Flanders and brought to Whitehall; and to search at the Customs House such of the King's goods as are there. Ibid.
Nov. 18. Same to the Postmasters General to direct their Receiver General forthwith to pay into the Exchequer 1500l. for his Majesty's immediate service, provided same may be done with [due] respect to the appropriation of 600l. a week by Act of Parliament out of the Post Office revenue. Nov. 18. William Lowndes to Mr. Augustine Briggs to attend my Lords within fourteen days on a complaint against you for misapplying part of the money received by you out of the Mint at Norwich. Out Letters (General) XV, p. 397.
Treasury warrant to the Attorney General to enter a noli prosequi to the information in the Exchequer Court against William Lewen and Moses Francia et al merchants of London, on account of wines as follows: viz.: in April 1696 the King's ship Portland brought a French ship Nostre Dame De Lombordy (Lombardy) into Guernsey with wines &c. where she was condemned in the Admiralty Court [there] and in June 58 tuns thereof were sold at 16l. the tun by the Prizes Commissioners to Edward Ettrick acting for himself and the said merchants and were imported to London on the John, Thomas Moulin master, fairly entered and Duty of 28l. per tun duly paid but nevertheless seized by John Barton as not lawful to be brought into this kingdom from Guernsey; which the defendants consider to be directly contrary to the late Treasury order to the Prizes Commissioners for making it a part of the condition in their public sales to oblige the buyers to bring all prize wines from Guernsey &c. into England in order to the payment of the Duty for the advantage of the revenue: and the Customs Commissioners in their report thereon being of opinion that the prosecution is groundless and vexatious. Nov. 19. William Lowndes to the Auditor of the Receipt to issue 8000l. to Edward, Earl of Orford on the unsatisfied order in his name as Navy Treasurer: to be issued out of new moneys lent on credit of the Exchequer in General: and is intended for wages to seamen. Disposition Book XIV, p. 129.
Treasury warrant to same to issue 410l. in Exchequer Bills to the Earl of Ranelagh [on the unsatisfied order in his name] as Paymaster of the Forces: as imprest and is intended for 14 days' subsistence to Col. Seymour's Regiment from the time of their landing. Ibid.
William Lowndes to the Victualling Commissioners for an accompt on Monday next of your [Victualling] debt on your book and also how much of the old debt has been paid by tallies or otherwise since May 1 last; how much of the old debt remains unsatisfied; what tallies are in your hands; how the sums which you have received at the Exchequer since May 1 have been applied and what cash and what species now remain in your hands. Nov. 22. William Lowndes to the Customs Commissioners. My Lords have directed the Earl of Montagu, Master of the Great Wardrobe, to write to Mr. Greenhill, Navy Commissioner at Portsmouth, to send up the bails [bales] of goods intended by the King for presents to the Government of Algiers and Tripoli so that they may be opened and repaired at the Office of the Great Wardrobe. Greenhill has sent them up by the Portsmouth carrier but they are detained at the Inn in Southwark by the Customs officers. You are to cause same to be delivered to the Earl of Montagu. Same to Mr. Knight. Send my Lords forthwith a state of your accompt of the Four and a Half per cent. Duty as it stands at this time. Ibid.
Same to the Postmasters General. My Lords have read your report on the petition of Ralph Blackhall, collector of the Penny Post Office. In case he do not pay the King's money in his hands to the Receiver General of the Post Office in seven days you are to suspend him. Ibid.
Same to the Agents for Taxes for an estimate of what the tax upon ready money and debts in the Capitation Act will amount to. Ibid., p. 399.
Order by the Treasury Lords forbidding officers and clerks of the Exchequer to intermeddle as brokers, solicitors or agents. It has been represented to us that divers clerks or others belonging to the Receipt have frequently heretofore negotiated business as solicitors at the Receipt for persons who have moneys to receive there for salaries, pensions, annuities or on other account "and have usually at the request of the said persons when the money so payable to them has been actually issued according to the forms of the Exchequer instead of delivering out the moneys, have given their notes for the same payable upon demand or otherwise.' Such practices may be of very ill consequence as well to the persons accepting the said notes (by the death, failure or removal of the officer) and a great discredit to the Exchequer if any person should so suffer thereby. It is hereby strictly ordered that no officer, clerk, substitute or servant whatsoever belonging to the Receipt do in any wise solicit or intermeddle as brokers, solicitors or agents in the receiving of moneys at the Receipt upon any account for any person whomsoever otherwise than as to the duty of their several employments belongeth; and that they do not at any time give their notes to any person for moneys left in their hands by way of deposit. Any offender herein shall be forthwith expelled from the Exchequer. Warrants not Relating to Money XV, pp. 413–4.
Nov. 23 Treasury warrant to the Postmasters General to pay 596l. to Robert Cole, his Majesty's Consul at Algier, for so much expended by him in buying, fitting out and maintaining an advice boat for his Majesty's service to go between Algier and Leghorn: as by a bill thereof allowed allowed April 13 last by Secretary the Duke of Shrewsbury.

Nov. 24. Treasury Warrant to the Commissioners for Transports and for Licensing of Hawkers and Pedlars to make forth [from time to time] quarterly bills for the salaries of them and their officers in accordance with an Establishment for same detailed herein to a total of 890l. per an. The fee authorised by Parliament for licensing hawkers and pedlars is to be accounted for by you for the benefit of the persons concerned in the transport debt: this present Establishment being now made by the Treasury Lords after hearing the said Commissioners and some of the principal persons concerned in the said debt. Nov. 26. William Lowndes to Mr. Blathwayte to procure a warrant to be signed by the King to authorise the Paymasters of the Forces, Ireland to pay 2000l. to the Commissioners of Transports on account of the Transport service. Out Letters (General) XV, p. 400.
Treasury reference to the Customs Commissioners of the petition of David Robertson, master of the ship Swan, shewing that in April last he gave bond in Virginia to carry thence his loading of tobacco to some port of England; that going north about Ireland for the port of Whitehaven, he saw several French privateers which obliged him for safety's sake to put into Lough Swaine [Swin] where he happened to run ashore and remains a wreck to this time; by which loss he is reduced to a mean condition and yet is willing to pay Duties for such of the tobacco as was saved: therefore praying that his bond may be discharged he having paid the ½d. per pound on so much of the tobacco as was saved [in order to its being allowed to be unladed in Ireland.] Reference Book VII, p. 245.

William Lowndes [sic for the Treasury Lords] to the Lords Justices, Ireland. By ours of April 19 and Oct. 1 last we conveyed the King's pleasure for a grant to Mr. De la Rue of 300l. or 400l. per an. clear out of forfeited lands Ireland. He is now endeavouring to find out such forfeited lands as may be of the said value. Please send us such lists of such lands as he shall present to you, with your report thereon, to the end we may lay same before the King, and meantime do not give away or lessen by reprisals any of such lands upon any other account whatever till determination of the King's pleasure. Same to the Customs Commissioners of the petition of Phillip Grymes of London merchant shewing that in Sept. 1693 he became bound in 800l. [for Customs] but is reduced to a miserable condition by losses at sea, particularly of the ship Unicorn, and has given his Majesty judgment this present Michaelmas term [in the Exchequer]: therefore praying consideration of his miserable state. Treasury warrant to the Excise Commissioners to stop all proceedings against Richard Bugbey of Cliffe Regis Co. Northampton for 25 quarters of malt by him not entered on May 10 last as in his possession on 20 April 1697; which he alleges had been made two years before and sold but not delivered and therefore he thought same not liable: by which concealment he has forfeited 50l. and the said 25 quarters and he has been prosecuted for the said 50l. before the Justices for Northampton but no judgment hath been given.
