Sept. 13. Warrant by the Lords Justices, England to the Lords Justices, Ireland to pay to Richard, late bishop of Clogher and now translated to Meath, the rents, issues and profits of the bishopric of Meath which have arisen during the vacancy of the see since the death of Anthony his predecessor therein and which have not been actually paid into the Exchequer, Ireland; the said bishop having petitioned shewing that he built [rebuilt] the old episcopal house at Clogher and has a house and 3 chancels to build at Meath and the revenue of the bishopric is very low and he has suffered very much in the late war. Sept. 14. William Lowndes to Mr. Papillion. In case there be a present necessity of furnishing a credit at Cadiz for Admiral Nevile's Squadron my Lords desire you to furnish so much by this post as shall be necessary upon the same terms you did the last and you shall be punctually paid, with the same allowance. Sept. 15/25. Royal warrant under the King's sign manual "given at our Court at Loo" to Brook Bridges and Thomas Dove, Auditors of Imprests, for allowances to be made to the Earl of Ranelagh in his account from 1696 April 1 to 1697 April 1 as Paymaster of the Forces of 48,253l. 6s. 0d. as follows for discount of tallies and Bank notes and for interest and charges on several protested bills of exchange drawn for subsistence of the Troops in Flanders and Italy.
Followed by (a) a note from the Treasury Lords to the said Auditors. There being a mistake in the annexed account to the amount of 1,460l. to the King's prejudice you are to take care to allow thereon only the sum of 46,793l. 6s. 0d.
(b) detailed account of the said discounts on the several successive items detailed, of tallies or Bank bills or Bank notes and the particular charges of noting and protest of bills, detailed; the rates of discount varying from 5s. per 100l. to 10l. per cent. for tallies on the Exchequer in general and from 11 per cent. to 31 per cent. plus 10l. brokerage or 35 per cent. and 3 guineas brokerage or 37½ per cent. for tallies on the Continued Impositions and from 20 per cent. to 30 per cent. for tallies on the Annuity Act and from 8 to 18 per cent. on Bank Bills: and from 9 per cent. to 15 per cent. and 16 per cent. on Bank notes: the said accounts being certified by Mordecai Abbot with a memorandum explaining the above mistake of 1,460l. Sept. 15. Money warrant for 88l. to Francis Taylor, Receiver General for Co. Worcester of the Six Months' Assessment and first 12d. Aid, for his extraordinary charges in his said receipt. (Money order dated Sept. 22 hereon). Money Book XIII, p. 365, Order Book IV, p. 404.
William Lowndes to the Auditor of the Receipt to issue 1,000l. to me [Lowndes] on the unsatisfied order in my name for secret service: to be issued out of such Malt Lottery tickets remaining in the Exchequer for the Civil List as have no prizes attending them but are nearest in course of payment. Disposition Book XIV, p. 95.
Same to the Earl of Ranelagh to advance to Simon Clement 600l. out of the remotest Malt Lottery tickets in your hands upon account of what is due for service relating to the war; taking an obligation from him to repay same as soon as he receives so much of what is so due to him. Ibid.
Treasury warrant to the Auditor of the Receipt to issue 2,500l. in Exchequer Bills to the Earl of Orford on the unsatisfied order in his name as Treasurer of the Navy: as imprest: for the wear and tear of the Navy; and to be paid to Jno. Taylor merchant in further part of his contract for hemp for this year for the Navy. Ibid., p. 96.
[?] William Lowndes to the Earl of Ranelagh to pay 1,150l. to the Earl of Bellomont out of such Malt Lottery tickets in your hands as are in course of payment after about 560,000l. and as are without any benefits attending them: to be in lieu of Salt tallies and orders lately assigned by you to him in part of the offreckonings due to the 4 Companies at New York, which tallies and orders he is first to re-deliver to you. Sept. 15. Treasury warrant to the Customs Commissioners to accept the composition of 2s. 6d. in the £ on the 674l. 8s. 1½d. owing for Customs by Hugh Redman of London merchant: it being certified by Sir William Gore and other merchants of London that he has been a considerable trader of good repute and has sustained very great losses by the war and been forced to abscond; and by reason of his poverty his creditors have given him till Sept. 29 inst. for payment of 2s. 6d. in the £, and since his original petition ut supra he has had further considerable losses which have reduced him to a much worse condition. Sept. 15. Treasury warrant to the Clerk of the Pipe for a lease to Valentine Parris (Paris) of East Looe Co. Cornwall of a tenement in the manor of Trelowia ut supra p. 269 (the warrant for the particular of which was in the name of Richard Oliver): for 99 years terminable on 3 lives at the ancient rent of 1l. 6s. 8d. per an., heriot of 1l. 6s. 8d. and fine of 50l.

[?] Writ of Assistance for Charles, Duke of Richmond for the exercise of his right in the collection of the Duty of 12d. per chalder on sea coal, stone coal and pit coal coast shipped from the river of Tyne: all as granted to said Duke by Charles II 1677 Dec. 28 together with the annual rent of 612l. 17s. 6d. payable by Elizabeth Viscountess Mordaunt for her term therein. Royal warrant under the King's sign manual dated "at our Court at Loo" to the Lords Justices, Ireland for a patent under the great seal of Ireland for a grant to William Wolseley Esq., one of the Brigadier Generals of the Army, of forfeited lands as below for 21 years paying only the quit and crown rents thereon.

Same to same to direct payment of 443l. 16s. 8d. to Sir John Jefferson, Thomas Coote and Nehemia Donnellan, being 149l. 6s. 3d. each as Commissioners of the Great Seal Ireland and due for their salaries from 1696–7 Nov. 10 to 1697 May 31, on which day the present Lord Chancellor was sworn. Same to same to direct the discharge of the arrear of 305l. 1s. 9d. due at Xmas 1688 from Sir Lawrence Parsons for Crown rents for the rectory of Dunboyne Co. Meath: it appearing that said rectory is charged with 70l. 16s. 8¼d. per an. and is returned by the Collector of the District of Trim as in arrear so much; and that it was seized and set [let] by authority of James II. "and not any seizure issued out of the Court of Exchequer" and the tithes thereof (which were set for 200l.) were collected for the use of James II; and that for some time after the abdication the said Parsons kept and defended the castle of Birr for William III's service until he was forced for want of arms and ammunition to surrender upon articles which were not performed by the enemy, but in Feb. 1688–9 he was confined and soon after condemned to be executed for keeping the said garrison and was kept 16 months under confinement and 13 of them in the common gaol of Birr and has been a great sufferer. Royal warrant under the King's sign manual dated "at our Court at Loo" to the Lords Justices, Ireland for a patent under the great seal of Ireland for a grant to Frederick, Leticia and Elizabeth, children of Sir Charles Porter Kt. deceased of forfeited lands as below to the clear yearly value of 405l. 8s. 11½d.: in free and common socage for such as are forfeited of or for any estate of inheritance and for full terms in case of such as are forfeited for terms.

Sept. 15/25. Royal warrant under the King's sign manual dated "at our Court at Loo" to the Lord Justices, Ireland to insert (if not already inserted) on the Civil List of the Establishment of Ireland an additional 200l. per an. for each of the Judges of the Courts of the King's Bench, Common Pleas and Exchequer of Ireland: to commence from such date as the Lords Justices, Ireland shall decide with respect to the present condition of the revenue of Ireland: the said addition having been directed by the royal sign manual of 1694 April 23 as from the preceding Xmas but with the like reservation as to the making of payments hereon being dependent upon the state of the said revenue: and the Lords Justices having represented 1696–7 Feb. 3 that the revenue there is considerably increased since the date of the said sign manual and some former charges upon the revenue are determined and extinct which may be sufficient for the satisfaction of the said Judges' increase and that their salaries are not sufficient to defray the necessary expenses of their station. Sept. 15/25. Royal warrant under the King's sign manual dated "at our Court at Loo" to the Lords Justices, Ireland empowering them to make grants under the great seal or the Exchequer seal of Ireland either in fee or for term of years of the fourth part of all discovered forfeitures to the discoverers entitled under the Proclamation issued by the several successive Chief Governors of Ireland for encouraging discoveries of concealed forfeitures:
and further that in all grants of forfeitures passing but not yet passed a clause be inserted saving any such discoverer's fourth part:
all by reason that the Lords Justices' letter of July 7 last represented the discouragement which has arisen because nothing has yet been done towards satisfying such discoverers although several discoveries have been brought in. Ibid., pp. 257–8.
Same to same to direct the discharge of Ann Deyos, relict of George Deyos, from the debt of 253l. 15s. 5¼d. resting on her late husband as Collector of Ross who in 1687 put certain bonds of Mr. Shea and Mr. Rafter for 280l. in suit for an Excise debt of 253l. 15s. 5¼d. but the Revenue Commissioners stopped execution and Shea and Rafter sheltered themselves in the Guards, being Roman Catholics, and no part of the debt was recovered and the Revenue Commissioners obliged Deyos to take the said debt upon himself though he was a great sufferer and his widow is left with several children and unable to pay same: it appearing from the Revenue Commissioners' report on the said Ann's petition that Shea and Rafter assigned several houses then worth 300l. to Deyos as security but that no profit appears to have been made thereof and that Deyos died in Aug. 1691 leaving 31l. 0s. 0½d. cash in hand. His widow is hereby first to pay in the said cash before the discharge be perfected. Ibid., pp. 258–9.
Same to same for a patent under the great seal of Ireland for a grant to James Puissar Esq. commonly called Marquis D' Puissar of the forfeited estates as below to the clear yearly value of 607l. 13s. 5½d.: in free and common socage or for term if forfeited for term: subject nevertheless to the proviso that, during the King's pleasure, the estate forfeited by the attainder of Dudley Bagnall during his life shall be liable to the payment of 400l. per an. which the King has been pleased to allow thereout to Ann Bagnall, wife of the said Dudley for the support of herself and children and 100l. per an. to Sir Jervaise Clifton which he was to receive from the said Dudley Bagnall until he [Clifton] should be paid 2,000l. part of the portion he was to have with his wife who is one of the daughters of the said Dudley: and the grant hereby intended is to be charged with the said two yearly sums of 400l. and 100l. from and after the determination of the present custodiam of the [said] estate granted to Sir James Caldwell.

Sept. 15/25. Royal warrant under the King's sign manual dated "at our Court at Loo" to the Lord Justices, Ireland for a patent under the great seal of Ireland for a grant to William, Earl of Portland of all the castles, honors, manors, &c. in Ireland forfeited by the attainder of Donogh, late Earl of Clancarty: to hold to him and his heirs for ever in as full manner &c. as the said Earl of Clancarty held the same and subject only to the quit rents and crown rents issuing thereout: together with a grant of all the arrears of rent and all mesne profits of the premises not actually answered into the Exchequer: which said estate according to a report lately transmitted to the Treasury Lords did amount at the time of the said Earl's forfeiture to the full yearly value of 5,643l. 8s. 8d. and after the death of the Countess Dowager of Clancarty and of Margaret, Countess of Fingall will amount to 7,156l. 8s. 8d. per an. or thereabouts; and out of the same the rents payable to the Crown by the Acts of Settlement and Explanation were 858l. 8s. 11¾d. but were afterwards reduced to 600l. per an.
