Feb. 2. Money warrant for 30,000l. to Lord Edward Russell, Treasurer of the Chamber: as imprest for the service of the Office of Treasurer of the Chamber; being in part of 50,000l. as by the privy seal of Jan. 28 last. (Money order dated Feb. 16 hereon.) Money Book XIII, pp. 248, 347.
William Lowndes to the Auditor of the Receipt to issue 600l. to Edward Russell on the unsatisfied order in his name as Treasurer of the Navy: to be issued out of loans in the Exchequer on the 600,000l. Vote of Credit: out of which 600l. the said Russell is to pay 500l. to the Commander in Chief of the squadron now ordered for the West Indies, on account of Contingencies for that expedition. Same to the Navy Commissioners. Mr. Corbet has moved my Lords to give a 2,000l. credit to Capt. Meese, the Commander-in-Chief of the above Squadron. It is their pleasure that Meese should draw bills on the Navy Board or the Navy Treasurer for such sums as he shall have occasion for in the West Indies for his Majesty's service not exceeding 2,000l. payable out of moneys in the Navy Treasurer's hands for the service of the Navy. Treasury reference to the Customs Commissioners of the petition of John Ward and Tho. Thatcher shewing that by the Act of 1 Wm. and Mary c. 34 concerning seizures of French goods it is provided that the pretended owner must first be obliged to answer the penalties of the Act before he be admitted to enter his claim; and further shewing that about August last they seized near 17 tuns of French wine to which one Thomas Ridge did enter his claim and gave security in the penalty of 1,000l. conditioned to pay petitioners 502l. 10s. 0d. (twothirds whereof were to be to the King and the remaining third to petitioners) if the goods should be adjudged to be French; that in Michaelmas term they were so adjudged but he having obtained a Treasury warrant for cancelling the said forfeiture refuses to satisfy petitioners: therefore praying that before the bond be delivered he be obliged to satisfy petitioners. Treasury warrant to Thomas Newton, Esq., woodward of Whittlewood and Salcey Forest to fell sufficient stake timber for the gating, styling, cabenning and staking of the following coppices for the service of the Queen Dowager; same being certified to be of above 21 years' growth and fit to be cut and felled and exposed to sale this season, viz., Hartwell Coppice in the Walk of John Winn, Keeper in Salcey forest; Fair Oak and Shield coppices in Haselborough Walk and Stallidge Coppice in Hanger Walk in Whittlewood Forest: with the usual clause for employing the stake timber of previous years and for preserving the stake timber hereby for future use. An account of the timber felled hereby and of the lops, tops and offal to be rendered to the Auditor of the County. Warrants not Relating to Money XV. p. 231.
The Treasury Lords to the Lords Justices, Ireland, enclosing the petition of Sir Henry Belasyse, Kt., to the King praying the arrears of his salary of 20s. a day as Governor of the town and garrison of Galway. It is the King's pleasure that you pay him forthwith the said salary up to the same time as other the Governors on the Irish establishment are paid and to pay him same in future from time to time as the other said Governors shall be paid. Royal warrant to the Attorney or Solicitor-General for a great seal for a grant or demise to Edward Hyde, Esq., commonly called Edward, Visct. Cornbury, of all the lands as follows which were found by virtue of an inquisition taken at Petworth in Sussex 1696, Nov. 19, being lands in or near the parishes of Sidlesham, Selsea and Pagham and found to be derelict by the sea and of right belonging to the Crown and were thereupon seized into the possession of the Crown: and also other lands similarly found by another inquisition taken at Petersfield, Co. Southampton, 1696, Nov. 24, being lands in or near the little island called Hayling and the parishes of Fawley, Hamble, Wymering and Thorley [Thorney], Co. Southampton, being similarly found derelict by the sea and accordingly seized into the possession of the Crown.
The present grant is to be to him, his heirs, etc., for 61 years at the rent of 40s. per an. for the lands in Sussex at 40s. per an. for the lands in Southampton.

Feb. 3. Royal warrant to the Clerk of the Signet for a privy seal to direct the Treasury Lords to give orders to the officers of the Receipt of the Exchequer to transfer the several loans in accordance with the provisions of the Act [8–9 Wm. III c. 6] granting a 3s. Land Tax and several Subsidies, which said Act authorised loans up to 1,500,000l. thereon including the sums therein appointed to be transferred to the register of the said land tax, etc. with 8 per cent. interest. In accordance therewith such sums so to be transferred are to have their relevant [money repayment] orders transferred to the said register with such preference and in such course and manner as prescribed in the said Act.
Further the officers of the Receipt are hereby to be directed to take in loans on the above credit not exceeding the above total of 1,500,000l. after inclusion of such sums so hereby to be transferred, registering the orders for such loans in course after the usual manner as prescribed in the said Act. Same to same for a privy seal to grant to Arthur, Earl of Torrington, the arrears of rent due before 1696, July 20, upon the scite of the house of Oatlands and upon certain chambers in Sergeants Inn in Fleet Street, being forfeited by the outlawry of Sir Edward Herbert and granted to the said Torrington by a great seal dated July 20 last; the said arrears being due from the tenants of the said scite and from Sir Thomas Rookes, Kt., a Justice of the King's Bench and tenant of the said Chambers. Feb. 4. Royal warrant to the Clerk of the Signet for a privy seal to discharge Sir John Somers, Kt., Keeper of the Great Seal, of the rent of Powys House in Great Lincolns Inn Fields in the parish of St. Giles in the Fields for the period 1693, June 24 "until this time" the said house having been seized into the King's hands by virtue of an inquisition taken 1690, Sept. 22, into the estate of William, late Marquess of Powys outlawed for high treason and found to be of the yearly value of 200l. above reprizes; and the said house has been in the possession of the said Somers since 1693, June 24, and the King is willing that it shall so remain so long as Somers has the custody of the great seal, and he is hereby so to remain during such period freed and discharged of all rents, etc. King's Warrant Book XIX, p. 164.

Treasury reference to the Commissioners of Transportation of the petition of Edward Harle et al shewing that they contracted with the said Commissioners to carry soldiers to Jamaica [at so much] by the head with their provisions, etc., and that several sums are due to them for the hire of their ships in that service; that the masters of 5 of the ships have lost several of their papers with their ships and petitioners cannot adjust their accounts unless the masters' affidavits be taken as vouchers: therefore praying directions to the said Commissioners to take such affidavits for "the lost and taken ships" as vouchers and that they may be paid the money due. Feb. 5. Treasury reference to Mr. Travers [Surveyor-General of Crown Lands] of the petition of Cha. Whitgrave for a further lease of certain woodlands near Burnham, Co. Bucks. Ibid. p. 188.
Same to the Customs Commissioners of the petition of Catherine Prickman shewing that her husband Benjamin Prickman chief mate of the Princess Anne coming from the East Indies was taken prisoner into France and left therein all he was worth including a considerable quantity of Rattan canes to make chairs with; that there is lately arrived in the Downs on the ship Charles the Second, Andrew Young master, the same parcel of canes which the master says he bought in France and the said ship Charles the Second and its goods are seized and prosecuted in the Exchequer; that the said master is willing to let petitioner have the canes on reasonable terms "provided he may be cleared that he may refit his ship" and is willing to pay aliens Duty on the canes and to satisfy the officer: therefore praying a noli prosequi to the information in the Exchequer. The Treasury Lords to the Lords Justices, Ireland, to report on the enclosed petition [missing] of the Earl of Oxford delivered to the Treasury Lords by the King, petitioner praying a 21 years' lease of certain quit rents and crown rents "called by the name of the Relief" granted to the Crown by the Irish Act of 14 & 15 Wm. William Lowndes to Mr. Van Homrigh. My Lords have read yours to them of the 16 Jan. last representing that you are likely to be elected Mayor of Dublin for the ensuing year and that in regard you can execute that office without neglecting your duty in the affairs of the revenue you desire my Lords' permission to accept that station.
