Nicholson, Governor in Chief of Maryland, to hire one or more small vessels (for whose commanders he will be answerable) to cruise on the coasts of Maryland and Pennsylvania, with power to examine all ships trading to and from there and to inspect their clearings in the Collectors' books in order to the discovery of forged cocquets and certificates; and that for the defraying the charges of such vessels and the encouragement of the commanders he dispose of their Majesties' third part of forfeitures under the Acts of Trade and Navigation and the penalties recovered on forfeited bonds within his Government in such manner as he shall find most conducing to their Majesties' service therein: and further my Lords were directed to send the like directions to Sir Edmund Andros, Governor in Chief of Virginia, for preventing the said abuses of the Acts of Trade and Navigation within that Colony. |

Same [to Col. Nicholson, Governor of Maryland] to employ vessels on the coast of Maryland and Pennsylvania to prevent illegal trade there, and further to dispose of the King's third of forfeitures etc. there, all ut supra, p. 819, all by reason that complaint has been made to the King by the merchants trading to Virginia and Maryland that their trade is in a great measure destroyed and ruined by many ships trading directly from Scotland and Ireland to Virginia, Maryland and Pennsylvania, and from thence back to the said places without paying their Majesties' dues, to [as a result] the undervaluing [of] trade to all such fair traders who observe the Act of Navigation. In order to prevent such illegal trade one or more small vessels of about 40 tons each are to be hired and appointed as above, with power to examine all ships trading to and from those parts and to inspect the clearings of the said ships in the collectors' books in order to the discovery of forged cocquets and certificates. And for the defraying of the charge of such vessels and the encouragement of the commanders thereof the King's third of forfeitures under the Acts of Trade and Navigation and the penalties of forfeited bonds are to be disposed ut supra ibid. And for the better guidance of such commanders, you will herewith receive the draft [missing] of instructions which you are. to give them. And you are to take an account from them from time to time of their proceedings herein to the intent that under colour of executing their powers and instructions they do not molest and hinder the legal prosecution of trade in those parts to the prejudice either of the revenue here or of the King's subjects in the Plantations. Royal warrant, under the King's sign manual, to the Lords Justices, Ireland, for an allowance of 10s. a day to Rene de Faucille in consideration of his services and his having no allowance as Governor of the town and garrison of Sligo. This is to date from 1693, April 1, and to be inserted in the Military List of French pension officers on the Irish establishment both present and future. |
