Royal warrant to the Clerk of the Signet for a privy seal to authorise the Master of the Great Wardrobe to pay 300l. per an. to Thomas Townsend, Clerk of the Great Wardrobe, as in lieu of the ancient fee of 6d. per pound for all moneys paid to tradesmen and artificers for wares delivered to, and for work done for the said Wardrobe: all in continuation of the privy seal of 1676, March 31: the said Townsend having represented that his said fee of poundage did amount to about 800l. per an. and having therefore prayed an allowance in lieu thereof, “which at [up to the] present we have not thought fit to grant unto him,” but the King is now graciously disposed that he shall have the said allowance from 1688, Lady day. Treasury reference to Samuell Travers, Surveyor General of Crown Lands, of the petition of the Earl of Rochester, shewing that Charles II in the 17th year of his reign granted petitioner for ever the Honor, Lordship and manor of Kenilworth (“Killingworth”), the scite of the late monastery, rectory impropriate, castle and mansion house and the park or chase of Killingworth, co. Warwick, and divers other lands etc. thereto, but excepted thereout several coppices or woodlands in grant to Sir Cha. Berkely: that the said Berkely's grant expired 1691–2, March 18: therefore praying a grant of the said coppices etc. in like manner as the Honor was granted. Reference Book VII, p. 43.

Same to same of the petition of Robert Mackarrell. merchant, complaining of the Lords Justices' report on his former petitions, and praying to be referred into Ireland, and further setting forth that his whole value has been seized on and four ships worth near 4,000l. have been sold, and that his other ships, viz. the Mary, Fortune, Francis, Dolphin and May Flower, are still unsold, and is all that is left him except 2,000l. due for transports [service]: therefore praying that the said five ships with their loading, amounting to 1,387l. 8s. 1d., may be delivered him in part of the said 2,000l. April 23. Royal warrant to Henry, Lord Capell, Sir Cyril Wyche, kt., and William Duncomb, esq., Lords Justices of Ireland, to grant to Col. Henry Lutterell a custodiam for three years from March 25 last of Col. Simon Lutterell's estate; the said Col. Henry having petitioned the King setting forth that at the surrender of Limerick the Earl of Athlone, made him a promise of holding the estate of the said Col. Simon under the like tenure as his predecessors formerly held: to which the King is pleased to condescend. Out Letters (Ireland) VI, pp. 404–5.
Same to same to place on the establishment within the Civil list of expense, Ireland, the additional salaries of 200l. per an. each to the Judges of the several Courts of the King's Bench, Common Pleas and Exchequer, Ireland: to be payable quarterly from Christmas last. “But it is our express will and pleasure that no payment be made on the said additional allowances until we receive an account from you that our [Irish] revenue will bear the same.” Ibid, p. 406.
Same to same to pay 1,333l. 6s. 8d. to Sir Charles Porter, 375l. thereof for his whole salary as Chancellor of Ireland for 1690, Christmas quarter, and 958l. 6s. 8d. for the additional allowance of 500l. per an. for one year and eleven months to 1692, Aug. 28; the King having intended him 1,500l. per an. as Chancellor, being the allowance he had when he formerly served in that office, but the establishment for Ireland was not made till after Christmas, 1690, and all payments thereby were to commence from that date, whereby said Chancellor was by mistake entered at 1,000l. per an., being thus abridged of a quarter's salary ending at Christmas, 1690, and of 500l. per an. for the time following to 1692, Aug. 28, when Visct. April 24. Treasury reference to the Excise Commissioners of the petition of William Richins for employment in the collecting of the salt duty. Reference Book VII, p. 44.
Same to the Surveyor General of Crown Lands of the petition of Maurice Bocland, shewing that Richard Becland, his ancestor, obtained a grant from Hy. VIII of the moiety of the manor of Shepton Mallet, co. Somerset, “which he enjoyed till the 7th of James I,” when it was recovered by Prince Henry as parcel of the Duchy of Cornwall, and same was granted in 1660 for 31 years now expired; that Charles II promised petitioner the pre-emption on such expiry: therefore praying a grant thereof. Royal warrant to the Attorney or Solicitor General for a great seal for a grant of a yearly rent or sum of 2,000l. to Henry de Nassau, Seigneur D'Auverquere and to his heirs etc. for ever; 800l. per an. thereof out of the Crown lands in cos. Pembroke, Carmarthen, Cardigan, Brecon, Radnor, Glamorgan and Haverford West, “which are part of the Dominion and Principality of Wales and usually called South Wales,” and the remaining 1,200l. per an. out of the like of North Wales: to be payable half yearly from March 25 last. Report to the Treasury Lords [from William Blathwaite] on the petition of Lord Baltimore ut supra, pp. 587–8. By two Acts of Assembly in Maryland an impost of 2s. per hogshead of tobacco exported thence is granted to the Lord Proprietor (a moiety whereof is appropriated to the use of the Government there) and likewise an imposition of 14d. per ton on ships trading there, to be paid to his lordship for port duties and anchorage. Upon taking the said Province under the Crown it was directed by Order in Council of 1690-I, Feb. 20, that the one moiety of said 2s. per hogshead should be to the use of the Government [there] and the other moiety and the said 14d. per ton should be to the Lord Proprietor for his own use. Upon the late happy Revolution two Agents were sent over [to England] with an address of submission to the King from the Convention of Maryland; and for their gratification and for the paying of their expenses several bills (amounting to 767l. 11s. 0d.) for the said impost and tonnage were ordered by the King to be given to the said Agents of Maryland and were accordingly so delivered by Mr. Knight, Customs Cashier, to whom they had been remitted. Some time after Lord Baltimore obtained a Treasury warrant 1691–2, Jan. 28, for 465l. 19s. 0d. for [as in lieu of] his part of the bills [thus] delivered to the said Agents, out of the King's moiety of the impost of several ships which came from Maryland in 1690, but for the impost and port duties whereof Mr. Knight received from the shipmasters only 690l. 10s. 0d., whereof the King's part came to only 296l. 19s. 0d., which sum was paid to Lord Baltimore in part of said 465l. 19s. 0d., thus leaving 169l. due to him for [as in lieu of] his part of the bills received by the said Agents of Maryland [for the year 1690].
By an Order in Council of 1691, Sept. 10, several bills, amounting to 1,319l. 18s. 8d., for the King's moiety of impost and for the whole of the tunnage duties for 1691 were delivered to Mr. Knight without any satisfaction made to Lord Baltimore for his 553l. 16s. 8d., part of the port duties. Of the said 1,319l. 18s. 8d. Mr. Knight charges himself with the receipt of only 991l. 18s. 10d., of which 400l. was paid to Col. Copley, the late Governor, and 80l. to the Secretary of Maryland pursuant to certain orders in Council. There remains therefore in Mr. Knight's hands 411l. 18s. 10d., out of which your Lordships may order 169l. [as above] to Lord Baltimore to complete his 465l. 19s. 0d. under the Treasury warrant of 1691–2, Jan. 28, in lieu of his share in the bills paid to the Agents of Maryland. This will leave 242l. 18s. l0d. in Knight's hands, which may be paid to Lord Baltimore in part of his interest in the impost and port duties of the year 1691 as above. There will then remain due a further sum to him [Baltimore] on that account but the value thereof cannot be ascertained till the account of revenue for Maryland for 1691 be transmitted to the Treasury. As to the sums which Lord Baltimore alleges to be in the hands of Mr. Paggen, merchant, Mr. Hutchinson and others in London for the port duties in Maryland for 1692, I have seen a list of bills for 188l. 11s. 8d. sent from Col. Copley on account thereof and which Paggen owns to be in his hands. I think he and all other persons to whom such bills have been remitted ought to be ordered to pay same to petitioner, who is rightfully entitled thereto.
