Henry Guy to Mr. Clarke to procure a royal warrant to be signed by the Queen, to authorise Charles Fox and Lord Coningsby, Paymasters of the Forces, Ireland, to pay 2,391l. 15s. 2d. to the Commissioners of the Transports on account of provisions for recruits lately sent to Holland. Treasury warrant to Ralph Grey, Auditor of Crown Revenues in Wales, to allow in account as follows to Thomas Whitley, late Receiver General of Crown Revenues in North Wales, and Samuel Hughson, who succeeded said Whitley therein, viz.: to Whitley (1) 391l. 2s. 3d. paid by him into the Exchequer by two tallies dated 1688, Sept. 27, and 1689, July 17; (2) 827l. 11s. 10½d. for 55l. 3s.d. per an. rents in North Wales which could not be levied either by him or by the messenger authorised by the late Chancellor of the Exchequer to levy; same being certified as illeviable rents charged on Whitley's accounts for 15 years to 1685, Sept. 29; this sum is hereby to be set in super on the terr-tenants: (3) 458l. paid by said Whitley to the late President of Wales under a Treasury order of date 1670, July 4, for paying 200l. to John Jervis, steward of the Household of the then President and Council of Wales (whereof 8l. was assigned to Eliz. Kien and 50l. to John Burton, for which Whitley produces acquittances by said Kien and by Richard Manley under power of attorney from said Burton) and a like order of 1670, Oct. 11, for 200l. to said Jervis, which order was by endorsement of Jervis transferred to said Whitley; and a like order of 1670–1, Jan. 25, for 200l. to said Jervis, likewise transferred by mesne assignments to said Whitley; the above item of 458l. clearly including the item of 450l. alleged as paid by Whitley to the Earl of Carbery, late President of Wales, in pursuance of several Treasury orders and hitherto disallowed on his account. If by these allowances the said Whitley shall appear to be in surplusage on his account a debenture for such surplusage is hereby to be made forth.
For Samuel Hughson, gent., as successor to said Whitley in said receipt there is hereby to be allowed 55l. 3s.d. for one year to 1686, Sept., on the abovesaid illeviable rents and 160l. paid by him to William Greenwood, Agent to Col. McKellicut [McEligott], for the subsistence of his Regiment formerly quartered at Chester, for which sum he took a bill payable by the Earl of Ranelagh, but of which he never received any portion [in repayment], and “the same was agreed to be allowed by the then Commissioners of the Treasury.”
April 1. Treasury warrant to Auditor William Aldworth to allow in account to said Whitley as late Receiver General of Crown Revenues in co. Chester, 153l. 18s. 0d. for 16 years to 1686, Sept. 29, on illeviable rents of the value of 9l. 12s.d. per an. in his receipt. The said arrears are hereby to be set in super on the terr-tenants. Same to the Postmasters General. My Lords have laid before the King yours of the 17th ult., wherein you represent that in time of peace the charge of the pacquett boats for conveying the mails betwixt England and Holland seldom exceeded 900l. per an. and that was usually defrayed by the profits arising from the passengers and freight of goods; but it being thought necessary during the war to employ boats of force in that service, whereby their Majesties are at extraordinary charge, you propose that towards defraying same the passengers who now pay 12s. each may pay 20s. and those who pay 6s. may pay 12s. for their passage (which you think reasonable since the freight and passage in all other ships during the war is advanced), the recruits and indigent people having their passage free. The King approves thereof. Ibid.

Same to the Earl of Ranelagh, enclosing the memorial [missing] of the Earl of Scarborough concerning divers respits on the First Troop of Guards under him between 1690, Dec. 31, and 1691, May 1. It is the King's pleasure that the respits be allowed to the Earl of Scarborough in regard of the charge he was at in mounting and subsisting the several persons who filled up the vacancies of said Troop for which the respits were made. What is the total of said respits, and what will be the proper method of making the allowance? Ibid.

In view of your memorial of this day concerning the difficulty of your paying as laid down in my letter of the 30th ult., supra, p. 133, my Lords dispense with your non-performance of that order and leave you to your own liberty therein till further order to the contrary. Same to the Navy Commissioners of the petition of Sir John Fleet, kt., Lord Mayor, and other merchants of London (as referred to the Treasury by order of the King in Council, dated Kensington, Mar. 30 last), petitioners praying payment of 1,147l. 8s. 10d. for the hire of their ship Joseph, John Brooks commander, which was imprested into their Majesties' service in the West Indies by the Earl of Inchiquin, Governor of Jamaica. Jacob Richards' memorial concerning the pay of his Company of Fuziliers which served in Ireland, for expenses and losses sustained at Inch and Londonderry and his pay as Chief Engineer to the Train, my Lords think that although they have not determined upon his whole claim, you may deliver to him, on account, the 829l. 17s. 0d. tallies remaining in your hands. My Lords have made provision for 611,510l. 5s. 0d., being the whole sum designed by Parliament for [Navy] wear and tear, wherein the Yards are comprehended: to wit 222,192l. 6s. 6d. out of loans on the 4s. Aid, 200,000l. by assignments on the Continuing Act, and 189,317l. 18s. 6d. on the Additional Impositions, “and have plainly intimated thus much to the Commissioners of the Navy.” This 200,000l. is the first money charged on that [Continuing Act] credit and as my Lords never had it in their power to assign that sum upon a more certain fund, so they incline to think that you look upon it as more remote than indeed it is. As to the 222,192l. 6s. 6d., part thereof has been already received by the Navy Treasurer and the residue my Lords intend to supply weekly as fast as the loans come in, whereof there is no need to make a doubt when you shall consider that it is part of the 700,000l. appropriated by the Act for the 4s.
