Feb. 8 Sir Philip Warwick to the Customs Commissioners to pass, duty free. 16,193 four pound pieces of beef and 318 four pound pieces of pork, now shipped in the "Loyall Berkely," bound for Barbabos. "which by long lyeing in salt hath been returned from His Majesties shipps and can neither in any time be expended in harbour or otherwise sold without losse." Ibid, p. 351.
Prefixing:—Certificate from the Navy Board to Treasurer Southampton as to the above.
Warrant from Treasurer Southampton to the Customs Farmers to observe a royal warrant of the 6th inst. to permit a prize taken by Thomas Jermyn, Esq., wherein were 40 tunts of French wines and seven pipes of brandy, to unlade the same at Weymouth: same being intended for Jersey where the said commodities are free of all Customs, and only being driven into Weymouth by stress of weather. Feb. 9 Fiat by same for letters patent appointing Andrew Mills one of the King's waiters in London port, loco Andrew Rivett, lately deceased. Ibid, p. 352.

Feb. 12] Warrant from same to the Clerk of the Signet attending, for a Privy Seal in the terms of a draft recited in full to estall the debt of 923l. 13s. 1½d. owing to the King from Thomas Thory so as to allow it to be paid at such times and by such portions as shall seem fit to the Treasurer: in view of the said Thory's services and sufferings in the late wars. Feb. 13 Warrant from Treasurer Southampton to Sir John Robinson, Francis Some, John Rives, Richard Westcomb and John Woder, late Farmers of Excise of London, Middlesex and Surrey, to make up an account for the Auditor of Excise of their payments into the Exchequer on account of the rent of their farm, and also an account of the fines by them set on any persons offending against the Excise laws. Same from same to the Farmers of Excise of London, Middlesex and Surrey, to deliver up their indentures, dated 1665. June 24, and 1666, Sept. 20, to John Birch, Auditor of the Excise, to be enrolled in his office, and further to make up accounts of rents and fines as above. Ibid, p. 229.
Feb. 15 Same from same to the Clerk of the Signet attending, for a Privy Seal granting Sir Denny Ashburnham, Sir George Benyon, Francis Finch and Edward Wingate, and the executors of Nathaniel Manton. Commissioners and Governors of the receipt of Excise, 2d. in the £ on the amount of the farm of Excise of London, Middlesex and Surrey (viz. on 118,000l. per an. to 1665, Nov. 8, and from that date on 140,000l. per an.). Same from same to the Customs Farmers to discharge a seizure of three bales of silk pertaining to Mr. Jolliffe, a fair trader, and informally entered by Benjamin Albyn through inexperience in Customs affairs. Ibid, X. p. 354.
Prefixing:—Note of said Albyn's petition, and report thereon from the Customs Farmers. "There are divers merchants who so far from owning the landing of these and such like goods in this manner to be a transgression of the law that they boldly assert the contrary and affirm that if the outward form and number of parcels be entered there is no necessity of entering the inward quantity of the goods; a practice too much tolerated at the water side."
Feb. 22 Same from same [to Francis Stevens, Serjeant at Arms] to arrest Maurice Tresham for detaining Excise moneys from co. Southampton entrusted to him, for the purpose of returne, viz. 100l. by Nathaniel Smith and 150l. by Nicholas Worthington, a Sub-Commissioner of Excise in said county. Ibid, XII. p. 229.
Feb. 23 Same from same [to same] for the arrest of Eleazar Hook, an officer under Mr. George Raleigh, for detaining Excise moneys in his hands. Ibid, p. 230.
