Treasurer Southampton to the Customs Farmers forwarding a petition from the East India Company and desiring all encouragement to be given to the said Company in their trade suitable to their charter. "I conceive fit to direct you to give directions in all the outports that interlopers be discouraged and noe entries taken of them and that greate care be taken that no goods be discharged into smaller vessels out of their [the interlopers'] shipps to be transported or stolen away but that by placing some diligent and faithfull officer aboard the same be prevented. For the clauses in their charter tending to the advantage of their trade you are likewise to observe them, but in point of payment of Custome (a dispensation fit in the beginning of a Company) I expect they comply with His Majesty's occasions." Prefixing:—Said Company's petition complaining of quantities of goods imported by intruders. "No shipps or persons are employed in that trade by the said Company but under expresse covenants that no goods shalbe carried to and from the East Indies on such shipps but for the accompt of your petitioners." Yet this is evaded by the dishonest practices of seamen, and further the interlopers have a practice of stopping their ships on the Western coast [of England], discharging their goods into other vessels and transporting same to France, &c., or have obtained entry by bribing the officers in the outports. Pray that the officers of the outports be stimulated to discover the arrival of any ships from East India in or near any of their ports and roads, and that no entry of East India goods be admitted save by persons producing a deputation thereunto under the Common Seal of the said East India company.

Warrant from Treasurer Southampton to William Legg [Lieutenant of the Ordnance]. "There being an advance made by the good affection of several persons of honour and quality of the county of Sussex of 20,000l." by way of loan on the royal aid, which said 20,000l. is assigned for the use of the Office of Ordnance: now because the interest and charges "cannot yet more regularly be allowed unto you [in accompt by the Auditors] than by my signification unto you, it is His Majesty's pleasure that you allow the same out of such monyes as are thus advanced unto you upon the accompt of these gentlemen: these are therefore to authorise you thereunto. And for the charges, because these may be uncertaine you are to regulate yourself according to such allowance as shalbe agreed on betwixt the lenders and the Master of the Ordnance; particularly at this present as I am informed the charge of the 20,000l. being like to amount unto but 300l." Report from same to the King on the petition of Sir Thomas Strickland, Sub-Farmer under the Customs Farmers, of the duty of a halfpenny a gallon on Scotch salt, praying a continuation of said farm for 21 years, as a direct farm from the Crown at the present rent of 1,800l. per an. after the expiry of the term of the present Customs Farmers, which will be two years after Michaelmas next. Petitioner is a deserving person, and the Customs Farmers are not averse from severing the farm of salt from their general farm as it is a small affair, but "I am in my judgment no friend to minute farmes." June 19 Treasurer Southampton to [Sir Thomas Player]. The city's two last loans secured on the hearth money are beginning to be repaid. His Majesty's occasions being so pressing and public he is like to make use of the city for new loans upon new and good security, and most probably part of this money now to be repaid will be lent again, especially if the city find the interest thereof well paid for the time that is past. Therefore recommends the payment of interest out of the first moneys to be paid in from the hearth money: and then to use his best endeavours with the Court of Aldermen for loans. Ibid, pp. 373–4.

Treasurer Southampton to Lord Chancellor Clarendon, praying him to join in signing the paper from the Excise Commissioners as below. "For though in a matter of revenew I no way doubt of the care of the judges and their forwardness to comply with that which is desired, yet so necesary is it that in their several circuits they recommend it to the Justices of the Peace both in this and other branches of His Majestys revenew to be active and for some time not sparing of their pains to put in execution what the lawes enjoine ..." "Wee have received information from several Farmers of the Excise that notwithstanding the clause in the late Act of Parliament that enjoins the Justices of Peace ... respectively to meete once in in every monthe ... to heare, determine and adjudge all matters and offences against the Excise &c. yet the Justices of the Peace in most counties doe generally neglect to doe the same or indeed to intermedle at all in the matters of Excise, to the great prejudice of the Farmers who are necessitated to keepe officers extraordinary in every county to attend the Justices, finding it very difficult to get two Justices at any time together in relacon to the affaires of Excise."
