March 2 [? 3] Treasurer Southampton to Auditor Beale for a certificate of the interest due to Edward Backwell on the 30,000l. lent by him for the service of Ireland. Ibid, V. pp. 62–3.
Prefixing:-Certificate by Sir Robert Long, Auditor of the Receipt, of the date on which said 30,000l. was repaid to said Backwell (said dates extending from 1663, Dec. 2 to 1663–4, Feb. 11).
March 3 Money warrant for the arrears of the allowance of 600l. per an. to John Bannester, as by the Privy Seal of August 31 last, being for him to make a selection of 12 out of 24 violins to be a select band to wait on His Majesty wheresoever there shall be occasion for music, and to give his attendance on His Majesty constantly to receive his commands for the said 12 persons: and to continue the said payment in future. Countersignature by Treasurer Southampton of a warrant dated 1663, August 4, and signed only by Lord Ashley, for the payment to Richard Pight of a third part of 946l. 16s. 1d., being moneys as follow paid into the Receipt in consequence of informations exhibited by said Pight under the powers of a commission issued to him for informing against such persons as detain, keep or conceal in their hands, moneys. plate, bullion, jewels, goods or household stuff belonging to His Majesty: all as by the letters patent of 1662, Oct. 4: the said Pight having exhibited informations against the following persons, viz., William Hobson, Sir Robert Smith, and William Hickman, who in consequence of said informations have paid sums amounting to 946l. 16s. 1d. into the Receipt. March 5 Warrant from Treasurer Southampton to Mr. Attorney [General] to issue to Mr. Benson 50l. as some supply to the Clerk of the Assize for the extraordinary charges in the trial of the persons about the late traiterous plot. Ibid, p. 65.
Same from same to the Receipt to observe a warrant issued specially by the King for the immediate relief of Mr. Langhorne and his wife by 125l. to keep them from immediate starvation. Ibid.

March 7 Money warrant for 7,000l. to Stephen Fox for secret service, on the Privy Seal of 1662 3, March 19: and warrant for tallies to be struck on the moneys in said Fox's hand by him received of Abraham Doulins merchant, in part of moneys paid by the French King for Dunkirk, viz., for 4.236l. 2s. 2d. (to go towards the abovesaid 7,000l.) and for 6,800l. remaining unpaid on the Privy Seal of April 2 last for 15,000l. to said Fox) and 300l. (remaining unpaid on the Privy Seal of 1663. June 4, for 300l. to James Hamilton for his expenses for a journey into France). Early Entry Book V. pp. 65–6.
Warrant from Treasurer Southampton to Francis Stevens, one of the Sergeants at Arms, to arrest Charles Blackmore, of Epping, co. Essex, innkeeper, who brews and retails beer there, but has paid no Excise since the commencement of the farm, and who beats the officers sent to raise distresses and raises tumults for rescuing the goods. March 12 Treasurer Southampton and Lord Ashley to the Justices of Peace of Surrey, concerning one Symball, a brewer, of Battersea, "whom formerly wee had before ourselves and perceaved what strong endeavours hee uses to disturbe the revenew of the Excise and beleive that hee is desirous to draw to himself others (though in that county of Surrey there is scarce any but himself uses such opposition) to the like nonconformity." Require their care to prevent such practices. Ibid, p. 93.
Same to George Duke, Esq., one of the said Justices of Peace. "Wee have written to the Bench and intimated to them what import it may bee that judgment bee given upon Symball" for his proceedings as above: "which letter being left with a flying seale is that you might be acquainted with the contents of it because wee understand how carefull you have been in examining the same. There is nothing recomended to the whole Bench but that suitable to their owne judgments sentence should be given. But if it bee not answereable to his misdemeavour hee will gayne his end in wearying out the farmers and their agents. And therefore thanking you for your care to His Majesty's concerne wee pray you to continue it." Ibid.
Warrant from Treasurer Southampton to the Auditor, &c., of the Receipt to use all means to have the arrear of 350l. of the Tenths owing by the late Bishop of Lincoln paid into the Receipt: and then to appropriate same to the payment of the salaries of Sir Ralph Freman and Jervis Holles, two of the Master of Requests. Money warrant for 10,000l. to Viscount Fitz Hardinge, Keeper of the Privy Purse, to be by him disbursed to the executors of the late Princess Royal of Orange, in part of 10,950l. in satisfaction for a great pair of diamond pendants (9,750l.) and a pair of pendant pearls (1,200l.): as by the Privy Seal of June 25 last [being jewels purchased by the King from the said Princess's executors]. March 15 Warrant from Treasurer Southampton to the Auditor [of Imprests concerned] to make allowance to the late Customs Commissioners of the Customs ordered to be remitted on some French wines imported from Rouen by M. le Febure, being for His Majesty's particular use. Ibid, X. p. 251.
Same from same to Francis Stevens, one to the Sergeants at Arms, to arrest John Pale for assaulting Jacob Hurst, John Halbert and John Taylor, who attempted to seize several parcels of silk in said Pale's boat. Ibid, p. 252.
March 15 Warrant from Treasurer Southampton to Francis Stevens, a Serjeant at Arms, to arrest John Symball, of Battersea, brewer, for reviling and assaulting Thomas Owen, who, with Philemon Porter, went to his house to gauge his beer and ale, and found a quantity of strong beer with some barrels of small beer, part whereof said Symball conveyed away to be mingled with the strong whereby to reduce the whole to the usual price allowed by the statute for strong beer, and so deceive His Majesty of duty. Treasurer Southampton and Lord Ashley to Henry Hildeyard and Sir Nicholas Steward, Bart., Chamberlains of the Exchequer, and to the Auditor of the Receipt in their absence. "Whereas some question is moved between the Commissioners and Governors of the Excise of London, Middlesex and Surrey, and the artist chosen by the brewers of the citty of London touching the true contents of the standard quart in your custody in the Exchequer, by which the gallon appointed by Act of Parliament for the gauging of all beere and ale is to be measured," therefore require their attendance on Saturday afternoon next at Southampton House at the hearing of said matter, and to bring said quart with them. Same to William Cash, gauger for the Company of Brewers of London, to attend at the hearing, as above, on the complaint made by the said Excise Commissioners and Governors "that you indeavour to introduce some alteracons in the buisines of Excise touching the contents of the Exchequer gallon which for severall yeares past hath been settled and agreed upon by artists appointed by authority to take the same and submitted unto by brewers in and about the city of London ever since without question." [?] Warrant from Treasurer Southampton to the Customs Farmers and officers to observe a royal warrant of 1660, Nov. 5, for permitting Edmund Castle, Doctor in Divinity, and Thomas Roycroft, of London, printer, to import the paper necessary for the printing of an oriental lexicon which they have undertaken to set forth: whereby the late and most excellent Bible in the Eastern languages and other books in those tongues may be rendered more useful: they having formerly had a licence to that effect from the late usurpers: Treasurer Southampton's warrant herein being to apply to such remaining part of the parcel of paper as is not already imported. March 17 Money warrant for 300l. to Thomas Fleming (Fleeming) in further part of 1,500l. ordered to him by the Privy Seal of August 28 last. Ibid, V. p. 66.
Same for 135l. to Sir William Fleetwood, Kt., Ranger of Woodstock Park, as imprest towards satisfying several tenants in the forest of Longcombe, co. Oxford, for their interest in several furze grounds which have been added to said park for the convenience of covert for the deer. Ibid, p. 67.

March 17 Money warrant for 120l. to John Bayspoole in further part of 660l. 15s. 0d., as by the Privy Seal of August 19 last, for rebuilding His Majesty's stables at Newmarket, and for rebuilding the house of Andrew Coale, one of His Majesty's equerries, situate in the Mews. and for finishing the lodgings and stables that were lately built by the Earl of Newburgh in the Dunghill Yard. Same for 30,000l. for Robert Vyner, to repay the like amount advanced by him into the Exchequer of Ireland (as appears by the certificate of the Earl of Anglesey, Vice-Treasurer of Ireland), within 20 days from the 14th of August last, on which day said Vyner had represented to the King in Council that Sir Thomas Vyner and himself had for three years past kept considerable sums of money in bank at Dublin for the King's public service: the Council having agreed thereupon to accept his offer of 30,000l., and to allow him interest for same from 1663, August 1. Said reimbursement to come out of the four subsidies. Ibid, p. 67.

March 21 Money warrant for 1,000l. to Sir Richard Fanshaw for the second three months' pay on his ordinary and extraordinary as Ambassador to the Catholic King. Ibid, p. 70.

Warrant from Treasurer Southampton to the Receipt to observe the following changes ordered with regard to the letters patents or Privy Seals, &c., as follows: viz. (1) 1661. April 15, for 6,450l. to William Legg for 6,000 muskets, &c., for the stores; (2) 1662, June 30, for 3,254l. 2s. 7d. for powder, &c., for the ships, "Centurion," "Bear," "Satisfaction" and "Westergate," appointed for India and Jamaica; both which sums are contained in the Privy Seal of 1662, Nov. 20; (3) 1662, June 30, for 5,430l. 16s. 1d. for ammunition for other ships for India and Jamaica, viz., the "Dunkirk," "Leopard," "Mary," "Rose," "Convertine," "Chesunt," and "Mathias"; (4) 1662, August 29, for 4.643l. 12s. 9d. for furnishing other ships, viz., the "Lyon," "York," "Princess," "Dover," "Breda," and "Merlin," for three months' service: on all which said sums amounting to 19,778l. 11s. 5d., only the sum of 3.254l. 2s. 7d. has been received by said Legg, and only 2.411l. 10s. 1d. thereof by him paid for said purposes whereby remains 17,367l. 1s. 4d. unpaid. It is therefore ordered by the Privy Seal of Jan. 13 last that the said remainder of 17,367l. 1s. 4d. be diverted and not paid for the above services, but be paid for the following services which there is an incumbent necessity should be with all speed expedited, viz., 1662, Dec. 31, Privy Seal for 958l. 4s. 10d. to said Legg for supply of war provisions for Portsmouth; (2) 1663, March 31, for 652l. 13s. 0d. for emptions for Berwick; (3), 1663, April 27, for 4,483l. 7s. 0d. for emptions for the ships "Rainbow," "Resolution," "Phœnix," "Antelope," "Reserve," "Kent," "Oxford," "Richmond," "Coventry," "Milford," "Hind" ketch, "Hound," "Paradox," "Hector," "Lizard," appointed for six months for the last summer's guard. (4) 1661–2, Jan. 27, for 12,000l. for the ordinary allowance for the office of Ordnance for one year to 1663, Sept. 29. As these latter sums amount to 19,237l. 16s. 8d. there will be wanting 1,870l. 15s. 4d. to meet same. This balance is to be stated on the estimate of 93,893l. 18s. 9½d. for the stores warranted by the Privy Seal of 1662, Nov. 20. Ibid, pp. 72–3.
March 21 Money warrant for 400l. to William Rosewell, apothecary in ordinary to the Queen Consort, in part of 800l. ordered him by the Privy Seal of Dec. 31 last for his services to said Queen to 1662, June 24: he having transported himself at his own charge to Portugal to attend the Queen. (Monsieur Planoy, apothecary to the Queen Mother, had the yearly salary of 50l. and 100l. out of the Customs, and 500l. by way of agreement in lieu of all bills, and 160l. per an. for board wages). The said Rosewell is to be paid in future by the Queen out of her allowance. Early Entry Book, V 74.

Devon, a port, and for erecting a Custom House and officers to attend there; for making Norwich a member of the port of Yarmouth; for making the town of Cambridge a member of the port of Lynn; for making York a member of the port of Hull; and for making West Cowes, in the Isle of Wight, a member of the port of Southampton, and erecting a Custom House and officers to attend there. March 24 Warrant from same to the Customs Farmers to make certain allowances claimed by the East India Company, viz.: for certain pepper on which double duty has been accidently paid, viz. by bills at sight and afterwards by passing perfect entries; and also for copper on which import custom was paid at 5s. per hundred as wrought copper, instead of 6d. per hundred as unwrought copper which it proved to be.
