Dec. 3 Report from Treasurer Southampton to the King on the petition, prefixed, from William Armstrong, lieutenant of a troop of horse in Portugal; said petition representing that for the better support and encouragement of the English soldiers in the King of Portugal's service His [Britannic] Majesty was pleased to allow them a donation of 6,000l. out of the [dowry] moneys due to His Majesty there [in Portugal]; part of which sum being paid hath by the advice of the chief officers been invested in 135 chests of sugars and sent to England to be employed in clothes and other necessaries which cannot be so so well procured in that country, and therefore praying a defalcation of Customs on both said clothes and sugars. John Strode. lieutenant of Dover Castle, for a grant of the King's moiety of a certain seizure to go towards his disbursements of 200l. for the necessary and expedient preservation of the said castle, viz. in building a stone platform for four pieces of cannon, repairing the main wall. making good the lead and houses in several places and other material repairs. In reply hereto advises that in such cases as this and as that of Capt. Allen, of Sandgate Castle, such seizures may be granted, notwithstanding that "your Majesty hath given a generall direccon that all forfeitures and seizures of forfeited goods and merchandizes. . . should be paid in into your Privy Purse. Dec. 3 Treasurer Southampton and Lord Ashley to Thomas Cole, sheriff of Hants, concerning the complaints from the Excise Farmers for said county against John Howard, keeper of the common gaol at Winchester, who refuses to pay Excise on strong beer retailed, and to permit the Excise officers to enter his house, and also refuses to appear before the Sub-Commissioners of Excise upon summons. Request him to deal effectually with said Howard, otherwise a Sergeant will be sent to take him into custody. Early Entry Book XII. p. 62.
