Warrant from Treasurer Southampton to the King's Remembrancer to suspend the rent of 500l. per an. payable by Sir Job Harby as one of the farmers of duty on sea coals and receiver of that duty during his life by appointment of the rest of the farmers thereof, the said rent being three years in arrear and the farm 1½years more to run: all in order to enable Lady Harby, his widow, to receive some part of the great debts due to her late husband out of the late Farm of the Customs. Aug. 24 Warrant from Treasurer Southampton to the Excise Commissioners, in accordance with the Privy Seal of Nov. 7 last, to pay 1,450l. to Tho. Ross and Tho. Chiffinch, who by royal warrant of 1660–1, Feb. 22, were granted all the moneys due to the King from Thomas Morrice and William Dodson, late Farmers of Excise of Kent and Sussex, as arrears for the Excise of those counties for 1658 and 1659, the said Farmers having compounded with the Excise Commissioners for 1,450l. for said arrears. Aug. 24 Warrant from Treasurer Southampton to the Receipt from time to time to cause tallies of assignment on Daniel O'Neale, the present postmaster, on the rent of the post office, to be levied at the Receipt according to the Privy Seal of the 6th inst., for the payment to Sir William Morice and Sir Henry Bennet, Principal Secretaries of State, of 462l. 10s. 0d. each quarterly in lieu of their pension or pensions. Aug. 24 or Sept. 25: see infra p. 596.] Lord Treasurer Southampton to the following officers, severally, viz., Sir Robert Long [Auditor of the Receipt], the Farmers of the Customs, the Commissioners of the Excise, and the seven auditors and receivers of His Majesty's [Crown land] revenues: all requiring their strict observance of an express command of the King addressed to the Treasurer in the following words and dated Whitehall, 1663, August 23. "Wee have seriously considered the state of our affairs. as now they stand and find it will be necessary for the present to putt a stopp upon all pencons. And therefore our will and pleasure is that you forthwith give order as well to the officers of our Exchequer as to any other officers of our receipts and issues where any pensions stand charged that they henceforth forbeare to make payment of any pencons save only of those allowed to our two Principall Secretaries of State untill further order from us." Aug. 26 Same from same to the Customs Farmers to observe a royal warrant of June 3 last, prefixed in full, for the Customs officers to receive only half duty upon marble proposed by Martin Tanken, Councillor of State to the Electoral Duke of Saxony and Resident with the United Provinces, to be imported into this country out of the dominions of the said Elector: in order to the encouragement of this commerce which is a new one and not yet settled or known. Treasurer Southampton to all the Bishops, severally, concerning their slackness as collectors of the Tenths of the clergy, in making their payments and passing their accounts, and apprizing them that process has been ordered to issue from the Remembrancer of First Fruits and Tenths herefor: all to the end effectual order may be taken with the sub-collectors for the paying in of all moneys in hand, and for their quickening for the future, so that they may make demand of the Tenths before the first day of April yearly, and make certificate of the non-solvents of the same within the month of May following.
