Feb. 4 Money warrant for 107l. 10s. 0d. to Sir Charles Cotterell for the dispatch of those of the Russian Ambassadors that are now to depart homewards, whereby His Majesty will be freed of a considerable charge. To wait for a formal warrant or Privy Seal may increase the expense. "Cause the entry thereof in your books soe to be made as they may all agree and may suit with that more formall warrant upon some Privy Seale which you are to expect." Treasurer Southampton's order to Sir Robert Long for payment out of the fire hearth moneys (after the assignments already made and ordered upon that revenue be first satisfied) to Alderman Backwell of the following two sums, viz., 9,781l. 15s. 9d., being allowance at the rate of 5l. 10s. 0d. for 100l. agreed by the King to be made to said Backwell, Sir Thomas Vyner and Alderman Meynell on all moneys which they should at their own charge cause to be recoined upon the decrying and suppressing of the late usurper's coin, the cost of which recoinage the King has been pleased to take on himself; the said sum being computed upon the whole sum of 177,850l. 14s. 6d, certified to have been delivered into the Mint by said Edward Backwell between 1661, Dec. 8 and 1662, August 19: and also the sum of 2,553l. 1s. 4d., certified by Auditor Phillipps as due to said Backwell for consideration of the forbearance of several sums of money advanced by him for His Majesty's services: and further, the sum of 2,404l. 5s. 8d. to said Backwell for consideration for forbearance of money lent to the King and for charges and expenses in and about several services for His Majesty, without accompt. Warrant from Treasurer Southampton to Sir William Waller, Farmer of the Butlerage of Wines, to pay to the Provost and Scholars of St. Mary and St. Nicholas (commonly called King's College, Cambridge) 20l. for two years on the grant of 10l. per an. in lieu of the duty on two tuns of Gascony wine, as granted by letters patent of Henry VI.: and to continue same in future. Same from same to the Receipt to pay by tally 500l. to Sir Charles Cotterell, Master of the Ceremonies, upon the orders signed for 320l. to same for a ring by him sold and delivered to the Marquis le Strade [D'Estrades] for His Majesty's service, and on other orders for certain fees and wages due tosaid Cotterell. [?] Report to the King from Treasurer Southampton on the petition of William Richardson and Ellinor his wife (on reference from the King of Nov. 5 last) for payment of their bills and salaries as steward and matron of the late hospitals of the Savoy and Ely House. Conceives His Majesty not liable to the payment of these moneys, the most part thereof being laid out before the King's happy return. Ibid, pp. 110–1.

June 30, William Richardson was appointed Steward of the Hospital of the Savoy with the salary of 100l., and his wife Ellinor was appointed matron with the salary of 50l. per an., payable out
of the Exchequer. There is due on these wages 37l. 10s. 0d. for one quarter from 1660, Sept. 29. There is also due to William Richardson for provisions and necessaries furnished for the use of said hospital from 1660, April 17, till the charge of said hospital ceased in December, 1660, the sum of 152l. 2s. 5d., and to the said matron for washing for the hospital from 1660, Sept. 3, the sum of 36l. 9s. 0d.
[?Feb.16] Report to the King from Treasurer Southampton on the petition of Charles Greene (on reference from the King of Nov. 13 last), who was conductor and plumber to the train of artillery to the late King from Edgehill to the surrender of Oxford, and who prays payment of 260l. for train, musquet and pistol shot made at his own cost. Feb. 16 Warrant from Treasurer Southampton to the Receipt for a tally on Sir Thomas Player for (and warrant to said Player to pay) 600l. to the Earl of Sandwich for provisions and other services in His Majesty's Great Wardrobe, which are not yet paid off: same to be out of the 200,000l. loan intended to be made to the King by the city. Warrant from Treasurer Southampton to the Receipt to draw orders henceforth from time to time upon such of the particular special letters patents and Privy Seals, for assigning 10,000l. per month to be paid for the Ordnance, as are not already paid off (there being only 60,000l. as yet paid on the 180,000l. for 18 months for the Ordnance as above, leaving 120,000l. still to be paid), and to cause the remainder of the said 10,000l. per month to be issued upon the said orders until the said letters patents and Privy Seals be fully discharged "and that from henceforth you draw orders for soe much of the said assignment of 10,000l. per mensem as shall then remaine unissued upon the said Privy Seal of the 20th of November last." Warrant from Treasurer Southampton to the Receipt to cause tallies of assignment to be levied in the Exchequer for 250l. payable to Sir William Courtnay (Courtney), being to be levied on the undersheriff of Kent, the said sum having been levied on the goods of Sir Michael Levesey by Michael Knight, undersheriff of Kent, on pretence of a debt duefrom said Levesey to William Thornton, which moneys remaining in said undersheriff's hands are forfeited to the King by the treason of said Levesey. Feb. 20 Separate reports, respectively to the King and to the Lord Treasurer, from the Auditors of Imprests on Mr. Fox's account of interest demanded by him for the moneys by him or by his means advanced before the assignments which were made to him for his payments [as Paymaster of the Guards, &c.] could be received. Fox's demand of 1,086l. 15s. 11d. for said interest is very fit to be allowed, it being but the bare interest for the money advanced before Mr. Fox could receive same, "whereunto it is necessary in respect of gratuities and other charges by him given to allow 2l. per cent. more which is less than wee give in other cases: which amount to 362l. 5s. 4d." Feb. 21 Money warrant, dormant, for 2s. a day to John Batchelor for keeping setting dogs for His Majesty from 1660, Nov. 20, as by letters patent of 1661, March 28. Ibid, p. 115.
Same for 2,000l. per an. as annuity to Lord Windsor, as by the letters patent of 1661, August 2, appointing him Governor of Jamaica: the 2,000l. already paid hereon by the Privy Seal of 1661, Dec. 22, being to be accounted as one year there on; and the 500l. which is now to be paid into the Receipt by the daughters of the late Earl of Monmouth is to be paid to said Lord Windsor as a further quarter on same. Feb. 21 Privy Seal for payment of the 800l. per an. to Sir Allen Apsley, Master and Surveyor of the Hawks, as ordered by the letters patent of 1660, Aug. 9, to be payable henceforward out of the receipts of the Receiver of Crown Revenues of co. Lincoln: same being granted on the petition of said Apsley, "although wee are resolved that noe payments shalbe henceforth made other then at our Exchequer, which is the propper place for issuing of payments of this nature." Warrant from Treasurer Southampton to the Receipt for a tally to be levied at the Receipt purporting the payment of 200l. by Viscount Andover, voluntarily subscribed by him upon the late Act for a Free and Voluntary Present: the said Viscount being willing in return for the remission of the said sum to give up an acknowledgment by the late King, dated Oxford, 1648, Dec. 28, of a debt of 500l. to said Viscount. Feb. 23 Money warrant, dormant, for the fee or pension of 13l. 6s. 8d. and 24s. per an. for a livery to Thomas Phillipps for the place or office of distiller of odoriferous herbs and waters: as by letters patent of Jan. 15 last. Ibid, IV. p. 121.
Warrant from Treasurer Southampton to the Receipt to cast up the amount due to Sir Richard Browne, one of the clerks of the Privy Council, on the pay of 40s. a day allowed him for his employment by the late King as Resident with the French King, defaulting therefrom the sum of 3,600l. received by him on that account, and to draw orders for the balance due: further to strike tallies for 3,896l. in part of the said balance in consideration of a like sum to be paid by said Browne into the Exchequer in consideration of a lease to be granted him of lands in West Broomfield, in the parish of Deptford, Kent. Feb. 24 Constitution by Treasurer Southampton to John Chaplaine empowering him to execute the place to which he has been appointed by the Company of English Merchants for the discovery of New Trades, viz., as their officer for the levying of fines and seizing in any port of England, Wales or Berwick on-Tweed of ships and goods forfeited in accordance with the privileges granted to the said Company by Philip and Mary, viz., that none of the King's subjects outside their Company should trade to any ports and places granted unto and within the said Company's privileges without the express licence and consent of said Company on pain of forfeiture and loss of their ships and goods. Appending:—Note of reference to the Attorney General of the above warrant to be granted to the said Muscovia Company: and the said Attorney General's report thereon certifying that the sole trade in the places in question is granted to the Muscovia Company, the enjoying whereof, for which the Lord Treasurer's warrant is desired, is agreeable to several former precedents.

[?] Entry of a letter signed by the Council to the sheriffs of the counties concerning the fire hearth money. "His Majesty on the 25th of February last being present in Councell and considering both the abuses (as is generally supposed) in the returns made of the number of fire hearths and of the slow and remiss collecting and returning of the money due thereupon by the said act, and being informed by the Chancellor of the Exchequer, then present, of the letters that had already bin wrotte to the sheriffs ... by the Lord Treasurer and himselfe and yet how little advantage or advance of this service had followed the same, being much displeased thereat," requires instant examination as to the behaviour of the petty Constables in collecting the said tax due Sept. 29 last; and if need be the levying of same instantly by means of distress, and that all speed be made with the collecting of the next half-year's tax due Lady Day next, and that especial vigilance be taken against false and short returns and against improper exemptions.
