Treasurer Southampton to Sir Robert Long, Auditor of the Receipt, forwarding the Privy Seal for providing for several public and necessary expenses out of the three branches of His Majesty's revenue [by assignation] if the incomes thereof will support the charge. "Our care ought to be that there be noe diversion of these intended assignments but that they bee applyed as farr as they will goe suitable to the directions of the said Privy Seale. You see the great ayme and drift thereof is to restore the Exchequer to its antient honor and reputacon. And therefore wee doubt not that you wilbe the more carefull to observe the same and that if accidentally there comes unto you any direcons or warrants that thwarts the scope thereof that you observe not the same untill you have attended us and informed us of the same and received our second and positive direccons thereupon." Money warrant for 1,600l. to Henry Slingesby on account of the agreement lately made by the King with Peter Blendeau, engineer (on expectation of a considerable quantity of silver speedily to be imported in foreign coin) for the making and setting up of seven presses with cutters, rollers, and other tools, engines and instruments necessary for the coining of 10,000l. or 12,000l. weekly, which is intended to be re-coined by the mill and press: to the dispatch whereof a greater number of presses, cutters, rollers, &c., was necessary to be provided, together with buildings to be erected useful for that service. Treasurer Southampton to Charles Heron, warehouse keeper at the Custom House, London, to attend on Thursday next at Southampton House at the hearing of the petition of Sir Ralph Clapham, who pretends a grant from the late King of the said office of warehouse keeper. Ibid, p. 151.
[?] Warrant from same to the Customs Farmers to make payment from time to time of such moneys as shall grow due on the establishment for the garrison of Hull. for which moneys there are tallies from time to time to be struck upon said Farmers by John Lord Belasyse. "And the monies which shalbe soe advanced by you with consideration from the times of payment although paid before the rent day shalbe allowed upon your account," the necessities of said garrison being such as cannot admit of any delay. Dec. 8 Sir Philip Warwick to Mr. Povey. "My Lord Treasurer's reply to your paper is that for the three last monethes due to the garrison of Tangier it is designed [to be paid] out of the Dunkirk money as soone as ever it is coyned, which is [being] hastned. And that a greater proporcon is designed there likewise which His Majesty when he considers the disposall of that money, or that part of it he intends to dispose for present use, will allott: [so] that after Lady Day next the Excise wilbe the fonds for Tangier." Dec. 11 Warrant from Lord Treasurer Southampton and Lord Ashley to deliver to the officers of the Mint 100 chests of Dunkirk money containing 500,000 crowns of French silver money, to be coined into current coins of England. Early Entry Book IV. pp. 32–3.
Treasurer Southampton and Lord Ashley to the officers of the Mint to make preparations for the receiving, telling, and weighing of 500,000 French Crowns which Alderman Backwell is appointed forthwith to deliver. viz.: in 100 chests, being moneys lately received by him in France [for the sale of Dunkirk] and at present for better security lodged in the office of Receipt in the Mint: furthermore to melt down said crowns into clear ingots and to weigh and assay them in the presence of the said Backwell; and to coin the said silver by the mill and press as soon as it can be reduced into standard. "And in case you shall not be provided with a sufficient number of iron potts, ingott moulds, counter covers and other necessaries for the first melting you are to cause them to be immediately made." Dec. 13 Royal sign manual to Treasurer Southampton and Lord Ashley for one-third of the Dunkirk money to be immediately sent into the Mint to be coined into English coin, and "because the present necessities of our affairs may require that the other two thirds be deposited in several hands for securing several loans for our Navy. Household, arrears of Dunkirk garrison and other services" therefore authorises the removal of any part of said two thirds and its lodging as security as above in such hands as shall be appointed: namely for the present occasions to secure loans as follow: 20,000l. borrowed by Sir George Carteret; 20,000l. ditto; 30,000l. more to be borrowed for the Navy from Aldermen Vyner, Meynell and Backwell; 36,000l. for the said three Aldermen, formerly lent for support of the Royal Household: and for such other loans or sums as shall be found necessary. Dec. 15 [Treasurer Southampton's] warrant to Edward Backwell, Esq., at his house in Lombard St., London. to deliver to Henry Slingsby one chest containing 5,000 French crowns "lately received by you in France and now lodged in His Majesty's Office of Receipt within the mint," said chest being to be entrusted to said Slingsby for the purpose of raising upon it as a security a loan of 1.000l. to go towards the 1,600l. required for the tools and engines necessary for coining [the Dunkirk money] by the mill and press. "But in respect it may be done with more security to yourselfe, who are yet accomptable unto His Majesty for it, we likewise thinke it reasonable that you appoint some person to see the said chest weighed and delivered unto the said Henry Slingsby and sealed up with the Lord Treasurer's Seal and your owne, that soe when the same shalbe returned (which is intended as soone as soe much money can be coyned to pay off the said 1,000l.) you may be the better assured of the redelivery of the said chest without any prejudice to your selfe." Treasurer Southampton and Lord Ashley to the Receipt for 100l. to be sent to Secretary Bennet (whose acquittance the Teller is to take) to be employed as His Majesty has directed. "Yourself [Mr. Backwell] Mr. Alderman Meynell and Mr. Robert Vyner having already advanced to the Cofferer of His Majesty's Household the summe of 36,000l. and you three being now to advance a further summe of 30,000l. to Sir George Carteret Treasurer of His Majesty's Navy for the use of the Navy, for security whereof His Majesty hath directed that soe many boxes of the Dunkerke money which may be computed to that value be delivered unto yourselfe and them to lye deposited according to His Majesty's order untill the same shall be returned into the Tower which is intended as soone as soe much other money be coyned to pay off the two debts abovementioned: these are to desire you accordingly to deliver soe many boxes of the said money as shall amount to those summes unto your selfe and the persons aforesaid. And that you may be assured the same boxes and money shalbe redelivered and noe prejudice thereby come unto yourselfe let them be weighed and sealed with the Lord Treasurer's seale and your owne in the Tower. And for your discharge of soe many boxes of money as shalbe delivered to the value abovementioned an acknowledgment for receipt thereof signed by you three, together with this warrant, shalbe a sufficient discharge to the Lieutenant of the Tower for permitting the same to be carryed out and to the officers of the mint and your selfe: which warrant and receipt you are to redeliver when the boxes of money shalbe returned. All which boxes are to be returned into the Tower againe when from the mint coyned you receive the aforesaid sumes of 36,000l. and 30,000l." Ibid, p. 37

Money warrant, dormant, for the payment to Dennis Gauden, merchant (Surveyor General of all the victuals for His Majesty's ships and marine causes to be provided from time to time): of the annuity of 50l. to himself and the wages of 8d. a day for one clerk: to be payable from 1660, Xmas, as by his letters patent of appointment of 1660, Oct. 24. Money warrant for 928l. to Sir George Carteret, Treasurer of the Navy, on account of the necessary repairs to be speedily made to prevent the obstruction in the service of the victualling by the damage which may fall upon greater part of those houses and offices in Tower Hill belonging to the victualler of the Navy, which, according to a survey thereof lately returned to the Council Board, are so generally decayed. "Whereas there are several tallies stricken on you ... by Sir George Carteret Treasurer of the Navy which are to be applied to the Victualler of the Navy and cannot be passed upon your accompt as Farmers without warrant": therefore hereby warrants payment of same "which will be brought to you by Mr. Gauden the Victualler," as they shall fall due in course, and the money so advanced will be allowed in account to said farmers. "Whereas the sum of 30,000l. is forthwith to be provided for payment of His Majesty's new raised Guards, which must be done by the credit of that money lately by you [Backwell] receaved in France and now lodged in His Majesty's office of Receipt within the mint": therefore directs the delivery to Stephen Fox, Paymaster of said Guards, who is to procure the said sum, of so many boxes of the Dunkirk money as may be computed equal to that sum, to lie deposited in the hands of said Fox upon his account either in some place within the office of the Mint, or other place in the Tower. or to be carried out of the Tower as he shall think fit, untill the same be returned back into the said office of the Mint, which is intended to be as soon as so much money shall be coined as will pay off the said 30,000l.: said boxes for better security to be weighed and sealed with the seal of the Lord Treasurer and said Backwell. Dec. 19 Warrant from Treasurer Southampton to Alderman Backwell, to the Lieutenant of the Tower, the officers of the Mint, and all others concerned, similarly to lend out to Sir George Carteret, Treasurer of the Navy, boxes of the Dunkirk money, in order to secure 20,000l. intended to be borrowed for the use of the Navy over and above the 20,000l. lately borrowed for same. Dec. 20 Same from same to the Solicitor General for preparation of a Privy Seal to authorise the Exchequer to pay to the Excise Commissioners 2d. in the £ on the payments into the Exchequer, from Sir John Robinson et al. on the farm of the Excise of London, &c.. all in regard of the fact that said Commissioners cannot receive said 2d. per £ by way of retainer, by reason of the grant of said farm. Lord Treasurer Southampton to Jo. Fettiplace and Lawrence Bathurst, Receiver of the Voluntary Present to the King for the county of Gloucester, complaining strongly of the negligence of the Commissioners for said county in making a due return of the Commission for the voluntary present, by reason whereof no process can yet issue out of the Exchequer against those who are become liable thereto by their backwardness to make good their voluntary subscriptions. Urges the utmost care in the speedy collecting of arrears. Ibid, IV. p. 47.

Dec. 31 Treasurer Southampton and Lord Ashley to the Customs Farmers to observe an order made by the King in Council at Whitehall the 17th inst. concerning the two English ships "Phœnix." Robert Church master, and the "Hope," Thomas Fossett master, who, under pretence of a commission from the King of Portugal, did lately trade at Brazil and are returned thence with cargoes of sugar, the "Phœnix" to London and the "Hope" to Plymouth: said order authorising them to sell their goods, which are perishable, on giving security to the full value.
