Dec. 8. Petition from Henry Tompson and Co., of York, merchants, to be permitted to import wines and fruits, paying no more Customs than if imported in English shipping. Referred: to the Customs Commissioners as follows: "There are several of these cases that are fraudulent. There are others that may be true and fitt for a reliefe. Soe as in this particular I must be answered two things first by the Commissioners whether these wines were sincerely shipped and without any colouring strangers goods, but by the accident of time only bottomed in strangers vessells, and when that proves soe whether by the Act [of Navigation] I can by any authority of my place dispense with the same. Which if I cannot doe and that by reason of the same His Majesty should loose the Customes hereof, which I understand are considerable, I desire Mr. Attorney Genl, whose oppinion I hereby pray in that which concernes my former quere upon the Act, to consider whether His Maty may by and Privy Seale or otherwise in such a case where noe fraud is dispense with the same." Petition from Sir William St. Ravy and Sir Timothy Tirrell, baronets, for a grant of the office of Lieutenant and Custos of the Forest of Stowood, co. Oxford, under the rent of 25l. per an., and same of the Forest of Shotover, co. Oxford, under the like rent. Referred: as follows by Treasurer Southampton. "To dissaforest these forests and yet grant the offices belonging to the forest and continue the fees seemes not very reasonable. To grante away the soyle in fee farme is not suiteable to my instructions. Yet if Mr. Surveyor General [of Lands] finds these lands fit to be granted in severalty I am content to propose such a way for leaseing the same as that His Majesty may improve his owne revenue." "These honest and loyall persons that now remaine in Barbados and were transported for appearing in defence of His Majesties just right, are fit to be cared for and therefore I very earnestly recomend it to the Governor of the Isle that by the first good passage that is for England he accomodate these persons for their returne, and that he give me notice what he hath done therein. Petition from Richard Spencer, Sir Gervase Clifton, Sir William Walter and Sir Thomas Fanshaw, on behalf of themselves and others creditors of his late Majesty, setting forth that for the supply of the late King's pressing necessities in the time of the late rebellion, they with others, by loan of their own moneys and by taking up others' money at interest, did raise and pay divers great sums of money amounting to 27,400l. principal money, for security whereof his said Majesty by letters patent of 1643, July 4, did grant to them in trust New Forest, Sherwood Forest, Clarendon Park, and Bowood Park, and other parks and lands adjoining. By reason of the late long troubles have had no benefit of the said security. Pray to be admitted to enter on the premises and to stand seized thereof till they be indemnified. Petition from Ann, relict of Henry Viscount Bellomont, for a lease of the manor of Tinten, co. Cornwall, on a reference from the King of the 30th ult. With Southampton's determination hereupon as follows. "This petition being for a lease of a mannor which your Majesty knowes is contrary to my instruccons I humbly certify I cannot breake them for any respect and therefore must returne the petitioner with submission to your Majesty's wisdom."
