Nov. 10. The memorial of Jan. 20 last from the Excise Commissioners, read and entered, proposing to allow to the then Sub-Commissioners of Excise for Northampton and Rutland certain extra allowances on their account to 1661, Sept. 29, in view of their extraordinary charges. Ordered: approved of. [Ibid. XI. p. 181.]
Petition from Thomas Fretter, of London, wine cooper (on reference from the King of the 18th ult.), for a grant of the office of taster of wines in the Custom House. Ordered: to attend the Customs Farmers. [Ibid. X. p. 143.]
Nov. 19 The order of the King in Council of the 14th inst., read and entered in full, referring to the Lord Treasurer the petition of certain merchants of London who are vexatiously prosecuted and molested under the Act of July, 1661, vesting the arrears of Excise in the King. With minute hereon by Treasurer Southampton and Lord Ashley. "Wee have bin perticularly informed of the nature of this suit and conceive it very just and importing His Majesties service that it be submitted to a triall at law: and therefore recommend the despatch of it to the Court of Exchequer." Nov. 20. Petition from Mathew Child, late Sub-Commissioner of Excise for Middlesex, who acted as sole Receiver of moneys thereon, till about six months after the King's return, since which time Coppinger has received several sums without allowing petitioner any part of his salary. Prays stay of the Exchequer proceedings against himself. Referred: to the Excise Commissioners. [Ibid. XI. p. 186.]
Nov. 20. Memorial from the Excise Commissioners of this day's date, read and entered, proposing to allow to the late Sub-Commissioners for Excise for Northampton and Rutland certain extra allowances on their account to Sept. 29 last. Ordered: approved of. [Early Entry Book XI. p. 185.]

Nov. 27. The report of the 7th inst. from the Commissioners for Appeals of Excise, read and entered, on the petition of Edward Strange, Solicitor of the Excise, praying some pay for his soliciting the causes relating to the arrears of Excise, that being more chargeable and troublesome than all the rest of his employment: together with a note of said petition and order of reference thereon. Ordered: 10s. a day allowed to him. [Ibid. pp. 188–9.]
Memorial of the 22nd ult. from the Excise Commissioners, read and entered, proposing to let the farm of the Excise of Northumberland to Henry Brabant, of Newcastle, merchant, for 1,100l. per an., the gentlemen returned by the Justices of the Peace for that county having neglected to take up the farm within the time limited. Although the above rental is 500l. less than the rate set by the Lord Treasurer, yet it is 100l. more than has been bid by any other, and much more than it will make in the hands of the Sub-Commissioners now it is separated from Newcastle. Same from same of the 25th inst., read and entered, proposing an allowance to the Sub-Commissioners, detailed, of Excise for co. Worcester on their accounts to Sept. 29 last; in consideration of their extraordinary charges. Ordered: approved of. [Ibid. pp. 190–1.]
Same of the 12th inst. from the Commissioners for the Arrears of Excise, read and entered, concerning the 100l. due from Thomas Hebson and Thomas Bassnet, farmers of the Excise of co. Warwick for the year ending 1658, March 25, same being for the augmentation of the rent of said farm. Propose to accept 20 marks as a composition in lieu thereof. Ordered: approved of. [Ibid. p. 191.]
