May 7 Royal warrant to the Lord Treasurer and all officers of the Exchequer concerned to allow and accept the affidavit ut infra, as a discounting within the intention of the letters patent of April 4 last, by which the King authorised the payment to Sir Henry de Vic of 40s. a day for his allowance and entertainment as Resident at Brussels and Flanders, to date from 1648–9, Jan. 31 (the said de Vic discounting for what he hath already received as part of the said allowance), with further provision for his extraordinaries. "Whereas by the Book of Rates for His Majesties duties and Customes, cattell of the Scotch breed are exempt from paying any duty; neverthelesse it is alleadged that the same is now demaunded, which I suppose is occasioned by those Irish cattell that are landed in Scotland, and through that kingdom brought into this, on which a duty by the said Book of Rates is imposed: I doe hereby direct and order that the cattell of the Scotch breed bee according to the Booke of Rates excepted from payments of any duty, and that great care bee held that the Irish cattell (which as I understand are very distinguishable the one from the other) doe pay their duty." Followed by:—Entry of certain resolutions made at the Council of Trade, Mercers' Hall, London, 1660–1, March 14, in pursuance of the 9th article of their instructions, viz.: for the consideration by them of all matters relating to navigation and trade and the increase thereof.
(1) Resolved that the granting the following convoys will tend greatly to the security and increase of the shipping and navigation of this kingdom.
From the Hope to Muscovy. One fifth-rate to be ready Jan. 25, and not to stay at Archangel after Sept. 15, and be employed the rest of the year as there shall be occasion. "This convoy is not for continuance but till the trade be resettled."
May 22 From the Hope for Norway. To take the benefit of the East Sea or Muscovy convoy, ut supra et infra.
From the Hope for the the Baltic or East Sea. One fifth-rate thrice in the year, viz., about March 15, June 15, Sept. 15, and convenient time to be given them for their return. This convoy, out and home, to sweep along Yarmouth Road.
From the Hope for Hamburg. One fifth-rate twice in the year, viz., March 10 and Sept. 10, to go up the Elbe near the town and attend 20 days if occasion be.
From the Hope for Holland, Texel and Briel. Two fifth-rates to be constantly going to and fro. The convoy for Briel to serve the occasion for Zealand.
From the Hope for Rouen. One sixth-rate to be constantly going and coming.
From the Hope for Bordeaux. One-fifth rate at each vintage, viz., Sept. 14 and Feb. 1.
From the Hope for Biscay. One fifth-rate twice in the year, viz., Spring and Autumn, to attend each return 30 days if occasion.
From the Hope for the Canaries. One fifth-rate to go out about the middle of September.
From the Hope for Newcastle. One sixth-rate all along the North Sea Coast of England, and once in two months as high as the Firth of Edinburgh, and to be still going and coming.
For Yarmouth Roads. One sixth-rate to be constant going and coming to and from Holland.
For Hull. One sixth-rate to be disposed of to the best advantage of the over sea-trade of that port.
For Newcastle. One sixth-rate, the like.
For [the] herrings [Fishery]. One sixth-rate through the months June-Oct., to be ready in Yarmouth Road the 1st of June.
For North Sea, Iceland and Westmound [West-main or New South Wales in the later Hudson Bay Territory]. One fifth-rate to be ready in Yarmouth Road the 5th of Feb.
For Greenland. One sixth-rate, the 20th April from Yarmouth Roads.
For Newfoundland. Two fifth-rates, the one from the Isle of Wight, to sweep the West on that side; the other from Bristol, Minehead, Bridgwater and Barnstaple: both to be ready in March to convoy back from Newfoundland the fishing ships to their respective markets in the best manner that may be, and so for England, and to have instructions to inspect the strangers fishing in those parts, and to collect His Majesty's dues from them.
For the Downs. One sixth-rate to be employed to and again on the Western Coast of England, as far as Cornwall.
For Exeter, Dartmouth and Plymouth. One sixth-rate to be employed for the best advantage over seas of those ports.
For Lynn, Weymouth, &c. One sixth-rate, the like.
For Bristol, Chester and Liverpool. One sixth-rate, the like.
"And that no shipp of convoy outwards or homewards doe take in any wares or merchandize or doe demand any reward for convoy in anywise whatsoever upon paine of incurring your Majesties high displeasure and the forfeiture of their places."
(2) Resolved that the establishing of one or more ports or places for the composition trade, under the following restrictions, limitations and regulations, will be for the advancement of your Majesty's revenue, and of the trade and shipping of this kingdom. [Said paper of restrictions, &c., being, however, missing.]
May 22 Report to the King from Treasurer Southampton on the petition of Lady Amelie Stanley, Countess of Athole, for the manor of Stoke under Hamdon. Cannot consent to such grant to her or anybody else. "And suitably I have withstood former directions [of reference] of your Majesty for the Lord Windsor, Lord Gorges, and Colonel Wheeler, who all three had distinct pretences: and this because this manor hath no demesnes. It consists only of coppyhold tenants, and such dependancies your Majesty hath resolutely and deliberately determined to keepe in your hands; which I shall never be able to doe in any one case, if it bee broken in another." Same to same from same on the petition of the Countess of Sunderland, for a grant of the King's fourth part reserved in all discoveries granted to Mr. Proger, of concealed waste grounds in several counties. Ibid.
Same to same from same on the petition of the Earl of Cleveland praying to have his title to the waste in the manor and parish of Stepney quieted, and that the Countesses of Peterborough and Anglesey and others be restrained from intermeddling under the powers of their commission for finding out all encroachments upon the King's waste: said Earl having formerly defended his rights in said waste of Stepney against the Crown when a like commission was granted to the first Earl of Carlisle. May 24 Warrant from Treasurer Southampton to the Customs Commissioners, officers and searchers, to take special care on behalf of the Company of merchants trading into Russia, that hereafter no cocquet or sufferance pass, or entry be taken for any goods or merchandise to or from Russia, except by such as shall bring warrant under the hand and seal of the Governor or Treasurer of said Company, and to cause stay of all other goods shipped off or landed without such warrant: all in accordance with the privilege granted to said Company by their charter, of the sole trade to those parts with prohibition to all others; and to the intent the said Company may the better support their Government, and raise moneys for the supply of their necessary charges.
