Feb. 16 Treasurer Southampton to Thomas Andrewes, Sir John Wollaston, John Dethick and Francis Allen to deliver in to the King's Remembrancer before the end of this month an account of moneys received under a pretended Ordinance dated 1654, August 30, for the sale of four forests reserved for collateral security to the soldiers, viz., Needwood, Kingswood, Ashdown and Sherwood: in which said Ordinance said persons were appointed Treasurers. Feb. 16 Warrant from Treasurer Southampton to John Phelips, one of the Auditors of the Exchequer Court, to take the accompt of William Burnet of London, gent., the assignee (by deed of date 1644–5, Feb. 14) of Alexander Dunseir, to whom the late King by Privy Seal of 1638, Dec. 14, granted the benefit of all such sums as had been unjustly allowed in sheriffs' accompts under colour of Acts of Parliament, tallies of reward, judgments, &c., for the term of 21 years, under the reservation of a moiety of said sums to His Majesty: said Burnet having made no accompt of the said moneys since 1642, March 25. Sir Philip Warwick to James Robins, Assaymaster of tin in Cornwall and Devon who has seized on several parcels of tin (although it has paid the coinage duty) because it is not carried to the Coinage Halls. In reply to said Robins' two letters informs him that the farm of the coinage is subject to a revocation on condition of the Crown paying the patentees 500l. a year for the unexpired time. "There is another provision likewise that the tynners shall carry their tynn to the coynage halls &c. which is the thing you complain of to be omitted in your letter. But things that have bin long out of the way cannot be soone reduced without some inconviencies for a season. And therefore those that are His Majesty's officers and farmers ought to keepe that faire correspondence with each other as to reduce things into order without misunderstandings or quarrells. This I say because the farmers of the coynage here conceive your proceeding to be their great disadvantage and requires that both of the tynners and them which is impossible for the present to be performed." Encloses a paper of the farmers' reasons for the above opinion showing that the coinage halls are unserviceable, and both beams and weights wanting, and that by reason of the tinners casting their tin into less moulds than formerly that which was formerly done cannot at present be done. Exhorts every endeavour to reduce things into their former channel, and in the mean time to carry that respect to each other as fairly to agree some rules as may prevent any frauds in relation to His Majesty's revenue. Prays him to meet Mr. Ennys on behalf of the farmers to arrange the matter amicably. Ibid, pp. 237–9.
Appending:—Copy of the said paper of reasons from the Farmers of tin. By the Strangers Custome every block or slab of tin must be 3–400[lb.] weight. It will be impossible before Midsummer next to provide new moulds and carriages to enable the tinners to bring their tin to the coinage towns according to the custom of the Stannaries. "The Lord Treasurer is alsoe desired to take notice that it is not a 1,000l. will soe repayre the severall coynage halls that they shalbe fitt to secure the tynn when brought there, that of Lostwithiell in particular being ready to fall into the pitt. Neither is there beames, scales or weights in being fitt to weigh any man's tynn soe that the farmers of the coynage duty doe not untill Midsomer next at shortest receive the King's duty in the blowing houses and give their tickets for it to the tinner there His Majesty cannot receive his 2,000l. per an. from the farmers" as the tinners cannot before that time be furnished with the necessary new moulds. Further, many poor tinners will give over working by reason of the charge, trouble and inconveniency of bringing tin to the coinage towns.

Feb. 26 Treasurer Southampton to the Lords and Justices of Assize recommending them as they are now going on circuit to mention in their charge the due payment of Excise, and the observing those letters already sent to the Justices of Peace in each county, the said revenue being now settled in the Crown and therefore deserving of the said judges' particular care, especially when it is borne in mind "in lieu of what ancient and considerable flowers of the Crown it was granted." Feb. 28 Commission by Treasurer Southampton to John Rushworth, of Lincoln's Inn, to attend from time to time (with a view to the advancement of His Majesty's revenue) the Attorney General and the rest of the King's learned Council in the law in all cases and things relating to His Majesty's revenue in the Exchequer, and to expedite all proceedings concerning the same, and to that end to have an inspection into the several offices relating to His Majesty's revenue, that the proceedings there on His Majesty's behalf may not be retarded, but all convenient expedition given thereto: and further to make a strict inquiry what warrants are granted for the passing of patents or commissions which may intrench upon His Majesty's revenue, in order to the diminution thereof: the said John Rushworth having been employed by the late Treasury Commissioners in several businesses relating to the King's revenue, of which service he gave an account from time to time: "and the said John Rushworth being a person of whome we have received a good character for his zeal to doe His Majesty service and of his fitness for the said employment."
