164. Report to the Treasury from the Barons of the Exchequer, Scotland, on the petition of the Masters of the University of Glasgow. The Lords of the Treasury of Scotland did in 1698, pursuant to letters of Wm. III., let the rents and revenues of the late Archbishop of Glasgow to the Masters of the said University, excepting the casualties of superiority and grassums on fines of renewal; all for 19 years at the yearly tack duty of 582l. sterling. They were to be allowed to retain the yearly sum of 100l., in consideration of the grassum or composition of 1,000l. paid by them on account of the said lease, as also the yearly sum of 300l., granted by Wm. III. to said University out of the Royal Bounty by charter of date, 1794–5, February 28. Said charter directed that 70l. thereof should be applied to the maintenance of four bursars of Divinity, and the remaining 230l. per annum for payment of the then debts of the said University, after payment of which the said 230l. should be applied partly for bursars and partly for a foreign professor. By an Act of the Treasury of Scotland of 1705, January 12, 33l. 6s. 8d. per annum was appointed for a professor of history out of the above tack duty, and on the 3rd December, 1705, Queen Anne granted by Privy Seal a pension of 60l. per annum out of said tack duty to Sarah, relict of Rev. Wm. Dunlop, late principal of said college. Geo. I., by letters under the Privy Seal of Scotland of date 1717, July 6, granted a new lease as above for 19 years on a tack duty of 551l. 14s. 102/3d., with exceptions, detailed, and with allowances set forth at length, amounting in all to 503l. 6s. 8d. On the footing of this lease the college has accounted for its yearly rent up to 1732, paying into the Exchequer 185l. 6s. 62/3d. in 16 years or 11l. 11s. 7 11–12d. per annum. In case of renewal of the lease provision should be made regarding the falling in of the grants to the Marquis of Annandale and the Duke of Roxburghe. “We must further inform your Lordships that the professor of civil law and of physic not appearing to be appointed by the Crown but by the college the [Exchequer] Court, in all the University's acounts of the said lease, directed a memorandum to be entered on the foot of the said accounts, declaring the allowance made to them of their salaries to be without prejudice to the Crown's right of nomination.”

Richard Coope, agent for the Island of St. Christopher, on behalf of the purchasers of French lands there [to Sir Robert Walpole?], concerning the conveyances to be made to the purchasers of lands in St. Christopher. Prays that several parcels, if bought by a single purchaser, may be conveyed in a single deed, and fees thereon limited. The letters patent to the trustees for this purpose were sent over to St. Christopher last June with the form of a deed of conveyance, but said trustees have forborne to act, waiting instructions on the above from the Treasury. 1 page.

Orders for the issue of 10,330l. to the Cofferer of the Household to complete 30,330l. for 1735, Michaelmas quarter; and 3,506l. 12s. 3d. to the Treasurer of the Chamber to satisfy bills on Lord Chamberlain's warrants payable in the said Treasurer's office for same quarter.
Process to be stayed against the executors of Mr. Croker, late Receiver of Taxes for Oxfordshire, Croker having demands before their Lordships not yet determined.
Order for stay of process against the sureties of [John Shermer], late Receiver of Berks, for same reason.
“My Lords, understanding that by the late Duke of Buckingham [shire]'s death without issue male a considerable estate in Yorkshire or elsewhere reverts to the Crown with allom mines thereupon of great value, write to the Surveyor General [of Land Revenues of the Crown] to inform himself of the said estate and of the said mines, and of the manner of managing and maintaining same, and to give their Lordships an account thereof. Send to him also for his opinion on certain demands made by the Duchess with relation to the said mines, and direct him likewise to advise with Mr. Attorney General what proceedings ought to be had or methods pursued for ascertaining the said estate, and bringing the same in charge for the benefit of the Crown.”
Order for a sign manual for 6,471l. 17s. to Mr. Scrope for His Majesty's secret service.

173. Petition to Jonathan Belcher, Governor of Massachusetts Bay, and to the Council and House of Representatives, from Thos. Plaisted, merchant, late of London, now of Boston, New England. “It is the wisdom of all countreys by lawfull and industrious means to advance their export and more especially of this province, where the import vastly exceeds the export, and while that disproportion continues all other schemes of raising the sinking credit will prove ineffectual there; unquestionable, therefore, it greatly comports with the known wisdom of the legislature in this province to encourage all such manufactures as may not be injurious to the manufactures of Great Britain, especially such as the nation is under a necessity of being supplied with from foreign countreys.” Therefore prays encouragement for the establishment of the manufacture of Pott-Ash, which the soap makers of London are at present obliged to get from the eastern and northern countries, but of which New England in a few years could easily be made capable of supplying 10,000l. or 20,000l. sterling value.

Sir Wm. Morris's claim of interest on a fine of 300l. payable to him on renewal of a lease of the dockyard at Plymouth ought to be paid if he insists thereupon. The Commissioners of the Navy to cause same to be done accordingly.
Order for the issue of 20,000l. to the Treasurer of the Ordnance to enable that Board with the 10,000l. lately issued to make a payment to their artificers as in their letter of this day.
