1,230 I. Commissioners of Customs to Lords of the Treasury, 13 Nov., 1690. We duly circulated the Order for an embargo on the 18th of September and have no reason to believe that any ships have cleared, without permission, since the order. In obedience to the Order in Council of yesterday we report that it has been usual for the convoys to search the merchant-ships to see how many seamen they carry, but this proved ineffectual last year, when the number of ships was large. 1,233. I. Sir John Werden to William Blathwayt. The proportion of men from London is 1,599, from the outports 801. Possibly some ships cleared from London may have more men aboard than are allowed. We design three fourths of the complements to be English and one fourth foreigners, but doubt if this be practicable. Here follow details in explanation of the lists and tables. Signed, Jo. Werden. 2 pp. |
